Consider Premises Permit Renewal for Fraternal Order of
Eagles Aerie #3264
REQUEST
The Fraternal Order of Eagles Aerie #3264 has requested to renew its premises permit to
conduct charitable gambling at the Eagles Club. The permit will run for two years from June
1, 2004 until May 31, 2006.
APPLICANT
The Fraternal Order of Eagles Aerie ~3264 - operating at the Eagles Club.
BACKGROUND
The City's ordinance requires that 75% of the lawful purpose expenditures must be spent
within the City's trade area. The trade area for Elk River includes the cities of Elk River,
Ramsey, Otsego, Rogers, and Zirnmerman. The attached chart shows that the amount of
expenditures spent in the trade area during the past two years has been 84%.
ACTION REOUESTED
A motion from Council adopting the attached resolution approving a premises permit for
The Fraternal Order of Eagles Aerie #3264 to conduct lawful charitable gambling at the
Eagles Club, 824 Railroad Drive.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION APPROVING PREMISES PERMIT RENEWAL FOR
THE FRATERNAL ORDER OF EAGLES AERIE #3264
WHEREAS,
The Fraternal Order of Eagles Aerie #3264 has made
application to the State Gambling Control Board for a
Premises Permit Renewal; and,
WHEREAS,
the Premises Permit will allow charitable gambling on the
premises of Eagles Club located at 824 Railroad Drive in the
City of Elk River for the period of June 1, 2004 to May 31,
2006; and,
WHEREAS,
The Fraternal Order of Eagles Aerie #3264 has met the city's
requirement of spending 75 percent of its lawful
expenditures within the city's trade area during the past two
years.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Elk River, Minnesota that a Premises Permit be granted to The Fraternal
Order of Eagles Aerie #3264 to allow charitable gambling operations at the
Eagles Club located at 824 Railroad Drive in the City of Elk River,
Minnesota.
Passed and adopted this 26th day of January 2004.
