1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Elk River Energy City
Commission was called to order at 8:36 a.m. by Chair Setala.
2. Consider May 15,2013 Energy City Commission Agenda
MOVED BY COMMISSIONER WESTGAARD AND SECONDED BY
• COMMISSIONER SAYLER TO APPROVE THE AGENDA WITH THE
ADDITION OF THE PLEDGE OF ALLEGIANCE AND DENNIS DAHL.
MOTION CARRIED.
3. Consider April 17,2013 Minutes
MOVED BY COMMISSIONER STEINBECK AND SECONDED BY
COMMISSIONER WESTGAARD TO APPROVE THE APRIL 17,2013 MINUTES
WITH THE SPELLING CORRECTION FOR CITY ON THE HEADING.
MOTION CARRIED.
4. General Business
4.1 Presentation by Tom Sagstetter,Elk River Municipal Utilities
Mr. Sagstetter gave an overview of the rebate program offered by the Elk River Municipal
Utilities for both residential and commercial/industrial customers.
Presentation ly Bruce Sayler, Connexus Energy
Mr. Sayler gave an overview of the rebate program offered by Connexus Energy for both
residential and commercial/industrial customers.
Presentation by Ryan Setterholm, Centerpoint Energy
Mr. Setterholm gave an overview of the rebate program offered by Centerpoint Energy for
both residential and commercial/industrial customers. Discussion took place regarding
decoupling. Chair Setala will try to coordinate a speaker for a future meeting to discuss
• decoupling.
4.2 Subcommittee Updates •
• Education Subcommittee
o The Education Subcommittee met on Tuesday,May 7. The subcommittee
discussed partnering with EDA during Manufacturer's Week in October. The
idea would be to have students tour Metal Craft and Faribault Foods to learn
about their energy efficiency improvements. The subcommittee also discussed
having videos made of the various demonstrations sites and then send the
videos to the schools to create more awareness about Energy City. The
upcoming tours and survey were also discussed.
• Energy Design Subcommittee
o The subcommittee did not meet this month.
• Demonstration Subcommittee
o After the last ECC meeting,the subcommittee met and discussed the forms.
The subcommittee is meeting immediately after the ECC meeting.
• Visionary Subcommittee
o The subcommittee did not meet this month. The members of the
subcommittee are working on summarizing sections of Vancouver's Greenest
City Action Plan. The summaries will help to determine the goals for the ECC.
5. Other
Pledge of Allegiance
The City Council asked for feedback from the various boards and commissions on adding
the Pledge of Allegiance to the beginning of their meetings. No one was opposed. This
item will be added to future agendas. •
Dennis Dahl
Mr.Dahl is a resident in the Trott Brook Farms development and is interested in installing
solar panels and wind generator on his house. He is interested in working with the ECC to
be a demonstration and create a case study to be used by others who may be interested.
Councilmember Westgaard suggested that Mr.Dahl work with the Demonstration Criteria
and Energy Design Subcommittees as well as Building and Planning. Commissioner
Sagstetter suggested Kelly Johnson,State Electrical Inspector also be contacted.
6. Schedule Next ECC Meeting and Identify Agenda Items
The next meeting will be held June 19,2013 at the Elk River City Hall in the Upper Town
Conference Room at 8:30 a.m. Items for the agenda include:
• Approval of the May 15,2013 Minutes
• Presentations by Tim Rybak,Elk River School District and Trevor Drake,Clean
Energy Resource Teams (CERT)
• Subcommittee Updates
Potential future speaker for September is Don Yonke. Ms. Haug will contact Mr.Yonke to
see if he is available. Chair Setala will try to get a speaker for the October meeting to discuss
decoupling. Deregulation is also a future topic for the commission to have someone speak
about.
