1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Elk River Energy City
Commission was called to order at 8:35 a.m. by Chair Setala.
2. Oath of Office
Chair Setala administered the Oath of Office to Commissioners Sayler,Steinbeck and
5 Sagstetter.
3. Consider March 20,2013 Energy City Commission Agenda
MOVED BY COMMISSIONER WESTGAARD AND SECONDED BY
COMMISSIONER CHUBA TO APPROVE THE AGENDA WITH THE
ADDITION OF ELECTION OF OFFICERS AND ENERGY STAR CITIES
BUILDING PROGRAM. MOTION CARRIED.
4. Election of Officers
MOVED BY COMMISSIONER WESTGAARD AND SECONDED BY
COMMISSIONER CHUBA TO HAVE CHAIR SETALA REMAIN CHAIR AND
COMMISSIONER SAGSTETTER AS VICE CHAIR. MOTION CARRIED.
5. Consider January 16,2013 Minutes
MOVED BY COMMISSIONER SAYLER AND SECONDED BY
COMMISSIONER STEINBECK TO APPROVE THE JANUARY 16,2013
MINUTES.MOTION CARRIED.
6. General Business
6.1 Presentation by Rebecca Lundberg,Powerfully Green
Ms.Lundberg gave a presentation solar power. She covered the different technologies,
things to look for, the amount of output that can expected during the seasons, the funding
• mechanisms and approximate costs.
6.2 Subcommittee Updates •
• Education Subcommittee
o The Education Subcommittee had no updates.
• Energy Design Subcommittee
o Mr. Sagstetter and Commissioner Chuba discussed the flier in the packet.
• Demonstration Subcommittee
o The subcommittee is meeting immediately after the ECC meeting.
• Visionary Subcommittee
o Chair Setala informed the ECC that the Visionary Subcommittee discussed the
short and long term goals and set the vision and mission for the ECC. The
vision is to make"The City of Elk River the most energy responsible city in
Minnesota." The mission is "The evaluation,promotion and implementation of
technologies and processes that provide energy value to the Elk River
Community through collaborative efforts." He also went through some of the
potential goals for the ECC.
o Goals for the next 1 —3 years were discussed and included ideas such as:
• Review of the micro loan program and energy efficiency portion—create
bonus points for energy efficiency
• Partner with city staff and other commissions to increase energy efficient
technologies (ie.Lights and solar at YAC)
• Demonstration at Hockey Day MN (ie. Solar power for concessions)
• Amend ordinance to not be so specific for commission members
• Hydro Power at the dam
• Waste Steam Project with GRE
• Fuels cells—possible demonstration storing hydrogen •
• Storage for wind energy project
• Work with schools on energy related curriculum
• Promotion of activities and achievements with the media
7. Other
Enemy Star Cities Building Program
Staff asked if anyone was familiar with this program. Discussion took place about the City
needing to publicize more of the energy initiatives being taken at the various facilities.
8. Schedule Next ECC Meeting and Identify Agenda Items
The next meeting will be held April 17, 2013 at the Elk River City Hall in the Upper Town
Conference Room at 8:30 a.m. Items for the agenda include:
• Approval of the March 20,2013 Minutes
• Subcommittee Updates
• Presentation by Phillip Muessig,MPCA MN Greenstep Cities program
• Presentation by Clay Wilfarht,Economic Development Assistant to discuss the
city's microloan program
9. Adjournment
There being no further business,Chair Setala adjourned the meeting of the Elk River Energy
City Commission at 10:09 a.m. •
