01-16-2013 ECC MIN • MEETING OF THE ELK RIVER ENERGY CITIY COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY,JANUARY 16, 2013 Members Present: Chair Setala,Commissioners Dennis Chuba,Bruce Sayler,Ryan Setterholm, Tim Steinbeck,Tim Rybak,and Scott Hagen Members Absent: Matt Westgaard,Vance Zehringer and Steve Rohlf Staff Present: Environmental Administrator Rebecca Haug,ERMU Representative Tom Sagsetter 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Energy City Commission was called to order at 8:35 a.m. by Chair Setala. 2. Consider January 16.2013 Energy City Commission Agenda MOVED BY COMMISSIONER SAYLER AND SECONDED BY COMMISSIONER CHUBA TO APPROVE THE AGENDA WITH THE ADDITION OF ERMU SCHOLARSHIP. MOTION CARRIED. • 3. Consider December 19.2012 Minutes MOVED BY COMMISSIONER SETTERHOLM AND SECONDED BY COMMISSIONER SAYLER TO APPROVE THE DECEMBER 19,2012 MINUTES WITH THE CHANGE FROM CHAIR SETTERHOLM ADJOURNING THE MEETING TO CHAIR SETALA ADJOURNING THE MEETING.MOTION CARRIED. 4. General Business 4.1 Subcommittee Updates • Education Subcommittee o Education Subcommittee will meet on Tuesday,February 5,2013. • Energy Design Subcommittee o Mr. Sagstetter and Commissioner Chuba discussed the flier in the packet. The flier will be handed out to builders,developers,etc. Staff will make the changes proposed during the meeting. The subcommittee will meet on Thursday, February 7,2013 • Demonstration Subcommittee o Commissioner Hagen updated the ECC about the Demonstration Criteria Subcommittee's plan to make separate criteria forms to be filled out. The subcommittee is meeting immediately after the ECC meeting. • Visionary Subcommittee S o Chair Setala informed the ECC that the Visionary Subcommittee discussed the short and long term goals and set the vision for the ECC. The vision is to make "The City of Elk River the most energy responsible city in Minnesota." Chair • Setala asked that the other subcommittees work towards achieving the vision. Commissioner Sayler discussed the MN Greenstep Cities program and suggested having Philip Muessing,MPCA speak to the ECC more about the program and discuss the transportation requirement being unattainable for some communities because of their location. 5. Other ERMU Scholarship Mr. Sagstetter informed the ECC that ERMU is partnering with MMUA to sponsor a$1,000 Scholarship for an Elk River Senior. Tiny Solar House Discussion Commissioner Chuba asked the ECC for assistance on the move of the Tiny Solar House to Salk and the other schools. Commissioner Rybak indicated that the school district would make sure the area is plowed and be willing to move the house to the school. A scale will be used to determine how much the house weighs for the permit. 6. Schedule Next ECC Meeting and Identify Agenda Items The February 20,2013 meeting will be cancelled as staff will be exhibiting at the Clean Energy Resource Team (CERTs) conference in St. Cloud February 20-21,2013, The next meeting will be held March 20,2013 at the Elk River City Hall in the Upper Town Conference Room at 8:30 a.m. Items for the agenda include: • Approval of the January 16,2013 Minutes • • Subcommittee Updates • Presentation by Rebecca Lundberg,Powerfully Green 7.
