1) Meeting called to Order
Elk River Heritage Preservation Commission was called to order at 6:07 p.m.by Chair Lindberg.
2) Consider June 21,2012 HPC Agenda

COMMISSIONER MORTENSEN.ALL IN FAVOR MOTION CARRIED.

4) GENERAL BUSINESS
4.1) Elk River Water Tower Update
The HPC was informed by staff that the Elk River Water Tower was accepted by the National Park
Service to be listed on the National Register of Historic Places. They were very impressed and
hopeful that other states will preserve their historic water towers.
The HPC discussed fundraising options. Staff informed the HPC that they can accept donations and
a resolution would need to be passed by the City Council accepting them. The donations would only
be allowed to be spent on the water tower restoration. Commissioner VanPatten informed the
Commission that Rotary may be willing to do fundraising for the water tower restoration. She
explained how fundraising efforts were done for the Handke Stadium and the trail along the
Mississippi River. The HPC could have a poster contest,sell paving blocks, "HlstoryDay in 2013,
work with Art Soup in 2013 and work with Rivers Edge. Michael Brubaker suggested creating a
Facebook page with a Donate Now button. Commissioner Fox will look into a 501c3 to create a
"Friends of the Water Tower".
4.2) Planning Commission Items

4.3) Downtown Task Force Update

Chair Lindberg updated the commission about the last meeting. The Task Force are looking at •
preserving most of the homes and the Brick Block Also,putting up historic signs in the core
downtown area.
4.4) Bailey Point& Houlton Property
Staff informed the HPC that Bailey Point will be presented to the City Council sometime in July for
final approval. The Houlton Property is still under review. Funding sources for this amount of
money are proving to be difficult to find. Also,determining a ultimate end use of the this site has yet
to be decided upon.
4.5) Sherburne County Fair Booth
Staff informed the HPC that there are no booths available in the Commercial Building. If the HPC
would like to have anything at the Fair it would need to be located outside. Staff will not be able to
staff the entire fair week-end so the information would have to be easy for the public to read and not
need explanation.
4.6) Historic Articles Discussion
Commissioner Fox agreed to write an article about the pros and cons of historic neighborhoods.
Commissioner agreed to write an article about the various types of historic homes. Staff informed
them that they are due in mid-summer. Staff also informed the HPC that they have been
communicating with a professor at SCSU regarding articles about the changes the water tower has
seen since 1920. The Elk River Star News is willing to run monthly articles about the water tower.
They have also agreed to put the information from the historical trail markers to be placed in Bailey
Point in the paper.

8)Adjournment
The HPC cancelled the July 19,2012 meeting. The next meeting is scheduled to be held on August
16,2012 at 6:00 p.m.in the Uppertown Conference Room at City Hall.Items for the agenda include
Water Tower update,Planning Commission items,Downtown Task Force,Bailey Point and Houlton
property Update,and the Antique Store renovation.
The meeting was adjourned by Chair Lindberg at 7:04 p.m.
