HPC MIN 09-19-2013 DRAFT MINUTES OF THE ELK RIVER HERITAGE PRESERVATION COMMISSION Thursday,September 19,2013 HPC Members present: Chair Lance Lindberg,Vice Chair Debra Mortensen,Marilyn VanPatten,Stephen Rohlf and Joshua Fox HPC Members Absent: None Staff Present: Environmental Administrator Rebecca Haug Others Present: Michael Brubaker,Sherburne History Center Stewart Wilson,City Council Liaison 1.) Meeting called to Order Elk River Heritage Preservation Commission was called to order at 6:06 p.m.by Chair Lindberg. 2.) Pledge of Allegiance 3.) Consider September 19,2013 HPC Agenda MOTION TO APPROVE THE AGENDA WITH THE ADDITION OF STAFF LIAISON AND HISTORIC MOVIE BY COMMISSIONER MORTENSEN AND SECOND BY COMMISSIONER ROHLF.ALL IN FAVOR.MOTION CARRIED. 4.) Consider August 15,2013 HPC Minutes MOTION TO APPROVE THE AUGUST 15,2013 MINUTES BY COMMISSIONER MORTENSEN AND SECOND BY COMMISSIONER FOX. ALL IN FAVOR.MOTION CARRIED. 5.) GENERAL BUSINESS 5.1.) Historic Elk River Movie The HPC watched a movie from the Elk River Library that was filmed in 1916. 5.2.) Goals and Priorities The HPC went through their goals and priorities and made updates to them for the next three years. 5.3.) 33rd Annual Statewide Historic Preservation Conference Update Commissioner Fox and Ms.Haug gave an update on the sessions they attended at the conference in Lanesboro. 5.4.) SCSU Ms. Haug asked if any Commissioners would be able to present to SCSU on the walking tour guide project. Commissioners Mortensen,VanPatten and Fox expressed interest and would check their schedules. 5.5.) Comprehensive Plan Update Commissioner Fox gave an update on the Comprehensive Plan. 6.) Other Ms. Haug's Resignation Heritage Preservation Commission Meeting Elk River City Hall September 19,2013 HPC Commissioners expressed concern about HPC with the resignation of Ms.Haug. Council Liaison Wilson will pass on the comments made by the HPC to the City Council. Commissioners also discussed the importance of preserving the history with the Houlton Property and continue to conduct archaeological digs in the community. The HPC also discussed concerns with recent sign proposals in downtown Elk River. 7.)Next Meeting Agenda Items A next meeting was scheduled for October 17,2013 at the Elk River City Hall in the Upper Town Conference Room at 6:00 p.m.The items to be discussed at the meeting include: • Sign ordinance • SCSU Project Update • Comprehensive Plan • Goals and Priorities 8.)Adjournment The meeting was adjourned by Chair Lindberg at 7:11 p.m. Minutes prepared by Rebecca Haug Tina Allard City Clerk Chair Lindberg Heritage Preservation Commission Chair
