RE: WASTEWATER TREATMENT PLANT MASTER PLAN
Dear Mr. Klaers:
This correspondence is intended to present the scope of services and estimated level of effort for the
proposed Wastewater Treatment Plant (WWTP) master plan. This scope of services was developed
after several meetings and discussions with Michele McPherson, Director of Planning, relative to the
comprehensive plan update, and Gary Leirmoe, Chief Operator of the WWTP. The scope of services
has been divided into five main parts with several of these having sub-parts identified underneath
them. The scope of services is as follows:
Determine Sanitary Sewer Capacity
Determine the available treatment capacity at the current WWTP, assuming a
small amount of land acquisition from Great River Energy is possible.
· Review and analyze the ultimate WWTP sewer capacity based on design
calculations and conceptual drawings from the 1995 WWTP expansion.
· Analyze current treatment technology and project future additional treatment
processes that will be needed.
· Discussions with Great River Energy to determine amount of land possible for
additional acquisition to WWTP site.
· Prepare analysis of ultimate WWTP capacity and develop schematic of current
WWTP facility with future treatment processes.
B. Determine ultimate wastewater flow from the current Urban Service Area.
· Identify current areas developed in various land uses relative to the current
average WWTP daily sewage flow.
· Identify areas that are currently platted but not built on and project estimated
future sewage flow based on land use.

· Identify areas within the Urban Service Area that have had preliminary plat
and/or concept plans prepared for them. Project future sewage flow based
upon these preliminary plats and/or concept plans relative to land use.
· For areas with no development plans within the Urban Service Area, project
future sewage flow based on land use and make allowances for wetlands,
parks, road rights-of-way, etc.
Based on the above-described scope of services and the estimated level of effort
necessary, the approximate engineering cost would be $27,000.
Briefly Analyze the Pros and Cons of a Second WWTP
A. Determine minimum cost effective treatment size for a second WWTP.
Based on the minimum treatment size, project an approximate area of the City,
generally in the gravel mining area, that could be serviced by a second WWTP.
C. Discuss treatment process options and methods of discharge of effluent.
D. Estimate "ballpark" construction costs and overhead to determine project cost.
E. Discuss pros and cons of operation and maintenance costs.
· Discuss equipment that would need to be redundant at both WWTPs.
· Discuss equipment that could be utilized from the current WWTP in
operation of a second plant.
· Discuss manpower issues relative to operating two WWTPs.

Meet with MPCA and identify any issues relative to acquiring an NPDES discharge
permit for a second WWTP.
Based on the above-described scope of services and an estimated level of effort, the
approximate engineering fee would be $9,500.
Internal WWTP Operations Issues
Analyze treatment options for phosphorus removal requirements and recommend
treatment type along with estimated capital costs.

Analyze issue of leak at tricking filter tower no. 1. Recommend permanent option
for repair and determine when the repair should be scheduled.
Based on current WWTP average daily flow and projected growth of influent,
estimate when additional equipment will need to be placed into existing structures
at the WWTP to increase capacity to 2.1 million gallons per day. Project estimated
cost for budgeting purposes based on equipment type and timing for installation.

Discuss options for solids treatment handling and disposal. Identify potential
advantages and disadvantages of each option and present a recommendation for
future considerations.
Prepare a memorandum outlining options for screening, grit removal, flow
measurement, primary clarification, aeration systems improvements, secondary
clarification and disinfection as it relates to treatment, biological oxygen demand,
and suspended solids removal.
Meet with representatives of MPCA to define a pplicable effluent limitations and
solids handling regulations currently and into the future.
Based on the above-described scope of services and an estimated level of effort, the
approximate engineering fee would be $55,000.
4. Sewer Availability Charges (SAC) Analysis
Based on items 1, 2, and 3, construct a timeline and estimated capital costs and/or
maintenance costs into the future.
Meet with City to review historic sewer enterprise fund financial information.
Based on historic information, make projections relative to sewer connections into
the future.
Based on projected expenditures and sewer connections, prepare an analysis and
make recommendations relative to SAC rates in the future.
Based on the above-described scope of services and an estimated level of effort, the
approximate engineering fee would be $22,500.
Evaluate Sanitary Sewer Collection Options From the Following Three Areas
Identified in Comprehensive Plan:

west, bounded by 175th Avenue on the north and 165th avenue on the south.
The scope of services for each of these areas would generally include the following:

Review available existing and proposed topography of the three areas to
determine collection options. Estimate sewage flow from each area based on the
City's Planning Department estimated of future land uses.
Prepare "ballpark" estimate trunk sanitary sewer project costs to serve each
identified area. Divide the estimated sanitary sewer project cost by the serviceable
area to determine an approximate trunk sanitary sewer assessment per acre.
Prepare a matrix of options for providing additional sanitary sewer capacity to the
three areas, assuming the constraints of the WWTP from the above analysis.
Based on the above-described scope of services and an estimate of the level of effort
needed, the approximate engineering fee would be $55,000.
The deliverable for items 1 through 4 would be a written report that summarizes the analysis,
conclusions, and recommendations for each of the items. This written report would provide the basis
for both technical and financial Capital Improvement programming at the WWTP on into the future.
Item 5 would be contained in a separate written report, which would be used as the starting point for a
future feasibility study in either of these areas relative to sanitary sewer service. The timeline for
accomplishing all parts of this study would be approximately six months from the authorization to
proceed, with the ultimate WWTP capacity analysis being completed within three months so it could
be used in the preliminary design report currently being prepared for the head works improvements at
the WWTP.
