Adams Subject: Comprehensive Plan This commission was recently mailed a copy of the 1st draft of the Elk River Comprehensive Plan. Attached is a cover memo to this comprehensive plan. Michele McPherson, Director of Planning, will be at our meeting to go through this plan and field any comments we may have. Please take the time to review this document, for it has long term implications for the Elk River Municipal Utilities. This plan can be a good planning tool for us also. This document is submitted for review and comment by the Comprehensive Plan Task Force,boards and commissions and city staff. The phrase "first draft" is key to understanding the nature of this document. It is a draft. The current form of the Comprehensive Plan reflects our recommendations for contents of the Plan. In preparing this draft we have drawn upon information collected during the planning process, evaluations made by the Task Force and our own professional judgment and experience. The draft Plan is a framework for continued discussion and evaluation. It is not a final product, but the first step in the processing of finalizing the Comprehensive Plan. In considering the draft we encourage you to remember that creating the Comprehensive Plan is a process of building consensus. Personal agendas must be balanced with broader community needs. The objective of the plan review process is to create the best Plan for Elk River. It is unlikely that everyone will fully support every aspect of the Plan. This process will involve the synthesis of input from a wide range of sources. There are a limited number of meetings to receive comments on the Plan. The scope of work contains three plan review workshops. This process requires persons and groups participating in the process to do their homework prior to the workshops. The workshops will not provide a page-by-page review of the Plan. The review process will consist of an overview of each section, a discussion of policies and implementation initiatives, and a discussion of issues and concerns identified by workshop participants.
