Adams Subject: Year 2004 Budget Staff has started the process of assembling the year 2004 budget. As in the past, we desire to keep this Commission a part of the budgeting process. The proposed schedule for the budgeting process is as follows: August meeting: Travel & Training 10 Year Personnel Projections September meeting: 10 Year Capital Projections Year 2003 Capital Projections October meeting: Projected Purchased Power Costs Projected Sales Revenues Projected Expenses November meeting: Completed Budget with Rate Analysis December meeting: Adopt Budget with Rate Changes, if any Enclosed is the proposed Travel & Training and 10 Year Personnel Projections for your review and consideration. The travel and training budget is updated from 2003 with minor changes. The 2004 personnel projections reflects the addition of three people. They are laborer (metering technician). lineperson, and water operator. A couple of years ago we had an "extra" lineperson to fill in when a lineperson was on vacation or sick. We operate a two person crew, and it is more desirable to keep a crew active when a lineperson is missing from work. We gave up this position when a service crew was added two years ago. We now desire to again fill this position. We are proposing a new position of laborer(meter technician). The position description is attached. This position will install new and change-out residential water and electric meters along with maintaining off-peak radio receivers. It will take 7 to 8 years to change all of the old water and electric meters to radio read meters. We are also proposing as a last resort, another water operation if our current plan does not work out. We continue to struggle in completing all of the necessary duties in the water department. The supervisor does to much "wrenching" and not enough supervising due to workload. The situation becomes worse when an operator is sick or on vacation. The added laborer (meter technician) discussed above will take some load off the water operators in changing water meters. The generation plant operator position is divided into 50% operating and maintaining the generation equipment and 50% as a water operator. This plant operator has not worked in the water department because he is doing the duties of the laborer who was an unpaid medical leave and has since been let go. We are currently advertising to fill the laborer position which does janitorial and inventory functions. Upon filling the laborer's position, the plant operator will start working half time as a water operator. This may alleviate the need for an additional water operator. Elk River Municipal Utilities Position Description Job Title: Laborer(meter) Job Summary: This position works under the direction of the Superintendent Water and Electric Technologies and installs or changes out electric and water meters, along with verifying radio receivers for the off peak programs. ELSA: Non-Exempt Job Duties: I. Changes out residential and commercial water meters along with installing and verifying radio reception. • 2. Installing and changing out residential electric meters and verifying radio reception. 3. Verify and maintain radio receivers for off peak program 4. Assist in installing security systems 5. Assist in minor maintenance on or around utility facilities. 6. Assist in the operation and maintenance of electric generation equipment. 7. Assist in custodial duties 8. Other duties as assigned Job Qualifications: I. High School Graduate 2. One year vocational training in mechanics,water or wastewater, electronics/electrical or equivalent experience as determined by ERMU 3. State of Minnesota Class D driver's license and ability to obtain Class B license within 3 months.
