Adams Subject: 2004 Proposed Capital Budget Enclosed is the proposed 2004 Capital Budget for administration, electric, and water departments, along with the proposed 10 year forecast Capital Budget. Also, attached is a proposed Conservation Improvement Program (CIP) budget. The large extraordinary items in the 2004 Capital Budget are the following. Administration We will be moving into our new office space at City Hall in the January 2004, time frame. We propose to replace the computed server and upgrade to a windows operating system, cash registers, and copy machines. Water Inspection of the Auburn Street Water Tower will be done in September. This inspection will determine when this tower needs painting. Finish SCADA system Start GIS system Electric Continue service territory acquisition. Construct feeder on Co. Rd. 21 to support east service territory acquisition. Construct feeder on Co. Rd. 33 to support west service territory acquisition. Minnesota State Statute requires our CIP programs entail 1.5%of our gross electrical revenues which is estimated to be $172,200. Because of Great River Energy's contribution, Elk River Municipal Utilities must fund $145,865. In 2003, our budget contained $113,430 which is 7/12 of a years CIP commitment. The big changes for 2004, is the addition of the following 3 programs: Habitat for Humanity Tri-Cap Weatherization Plant A Tree The plant a tree program, is providing to residential customers, up to 150-2" balled and burlap trees to be planted on the south or west side of their homes to provide shade. Trees would be allocated by either lottery or first come-first serve, one tree per household. This program not only provides energy savings from shade, it also is a great public relations tool.
