SUBJECT: Boys and Girls Club Update
Councilmember Thompson is the Chair of the temporary Board of Directors of
the Elk River Boys and Girls Club. Mayor Duitsman is also on the board.
The Lions Club is working with this organization on the construction of a
facility in Lions Park. The Boys and Girls Club is moving forward with its
fund raising efforts in order to provide money for the construction of the
facility and the operation of the club during the first year.
In the last ten days or so, the city street crew has once again been involved in
transporting fill material to the building site in Lions Park. Lions Club
member, John Weicht, made arrangements with the Bank of Elk River to
transport excess fill material from their downtown building expansion project
to Lions Park. This work has been completed and I believe that the Street
Department's involvement with the building site is now complete.
On a different topic, I understand that the Board of Directors are nearing a
decision regarding the lead employee for the Boys and Girls Club in Elk
River.
Before any building construction can take place, an issue that needs to be
finalized is the land lease between the city and Boys and Girls Club. The
lending institutions that are providing funds to the Boys and Girls Club
project are indirectly involved in this lease. A draft version of the lease has
now been completed and is undergoing review.
It should be noted that the conditional use permit for the project was
approved on May 18, 1998, however, the conditions of the approval have not
been met and these conditions must be met prior to the issuance of a building
permit. These conditions include:

Additionally, sewer and water are to be provided to the site from Jackson
Avenue. If the sewer service stub to the Bud Houlton property is to be used
for this project, then an agreement from Bud Houlton must be obtained and
when his property develops, a new service would have to be connected to
Jackson Avenue.
Councilmember Thompson and/or Mayor Duitsman will be in attendance at
this meeting and should be able to provide an update on the progress that is
being made with this project.
