School Street Improvement Project
City Engineer Terry Maurer will be in attendance at this meeting to discuss
this agenda item.
In late August and early September, a great deal of discussion took place
regarding doing the public improvement work on School Street, west of
Proctor Avenue, in 1999. Eventually, the school and city both agreed that
this project should happen. Discussion then took place regarding the method
of payment, which was cash vs. assessments, and how this related to the
contractor's contractual completion date and the required timetable for
assessment public hearings. Eventually, what happened was that the city
published public hearing notices for September 21 for the project and
assessment public hearing for work west of Proctor on School Street.
Following the publication, the school agreed to pay up front under certain
conditions, which subsequently was accepted by the City Council. This up
front payment was necessary as, if we were required to go through the
assessment public hearing process, the contractor would not have been
obligated to honor his bid and consequently, staff did not believe this project
would have happened this year. The result of this project not happening in
1999 would have been that the school would have had to restore the road as
it was disturbed for the ALC storm drainage work.
The above comments is kind of a cumbersome narrative, but the end result is
that the scheduled public hearings are not required and the work has been
nearly completed and a bill has been sent to the school district for one-half of
the project.
No action is necessary for this agenda item. As we are on Cable TV, the
Council should acknowledge that no public hearings are needed for this 1999
project.
