Background/Discussion On October 7,2013, City of Elk River street maintenance employees Christ Teff and Mike Zappa were working in the area of 194"'Avenue and Lowell Street when their attention was drawn to a male and female engaged in a heated argument outside of a residence. The argument rapidly escalated and became physical. Fearing that someone would be injured Mr. Teff and Mr. Zappa notified 911 and intervened to separate the combatants until police officers arrived. The prompt action of these two employees contributed to the de-escalation of this incident and the prevention of injury to the individuals.
