Approve by motion, setting a special joint City Council/HRA meeting on December 2, 2013, at 5:35 p.m.
to continue discussion of Housing Tax Increment Financing (TIF).
Background/Discussion
On November 4, 2013, the City Council and HRA held a special joint meeting to discuss the city's
philosophy regarding Housing TIF.
Springsted led the discussion on the pre-meeting questionnaire and general housing TIF policy. Time ran
out and it was decided to continue with another joint workshop. Springsted will review and summarize
the results of the joint discussion and present examples of other city housing TIF policies at the
December 2, 2013, meeting with the goal of formulating housing TIF objectives and scoring criteria.
