(HKGi) to complete the Parks and Recreation Master Plan. Background/Discussion A Parks and Recreation Master Plan has been identified as a priority project in the Park Improvement Fund for the past two years. For this reason, staff prepared a Request for Proposal this past fall for a plan that will guide the investment and operation of our entire park system into the foreseeable future. The city received 10 proposals, of which 9 met the requested scope,ranging in cost from$76,000 to $130,000. An internal review of the proposals was completed by the Parks and Recreation staff with the same four firms receiving top scoring consideration. HKGi received unanimous support as the first choice due in part to their proposed organization and clarity,work plan deliverables, strong community involvement and the cost. Their cost including a community needs assessment and a public art plan is $82,700. Representatives from Parks and Recreation, Community, Operations and Development and Administration met with HKGi on November 12 to discuss the project and outline the master planning process, should they be hired. Staff is proposing that a planning group guide the master plan process and work. This will include staff from the Parks and Recreation Department,led by the Parks and Recreation Director,and up to two members from the Parks and Recreation Commission. Highlights of the proposal include: • In approximately nine months,regular ongoing meetings with the planning group, a City Council introduction,two interactive community forum meetings, three focus group sessions (including one with youth sports organizations),plus two Parks and Recreation Commission meetings and a final presentation to City Council. • A needs assessment to include a mailed statistically valid community survey to help measure satisfaction,identify needs and define priorities for the future of our park system. An online parks and recreation questionnaire will also be included to test community satisfaction and priorities. P a w E R E U 6 Y NaA f RE] • Public information communicated to residents and interested parties via HKGi-prepared information for the website, Cable Channel 12, social media, newsletter articles and through the various parks and recreation printed media. • A parks and recreation system evaluation that will include parks, trails natural and cultural resources, connectivity,programs and facilities. This includes a review of recreation program use and delivery performance. • An updated Capital Improvement Plan with estimated capital costs including asset management and funding strategies. • A park dedication strategy and recommended park dedication rates. • An action plan framework to include park acquisition,park and facility improvements,park development, connectivity enhancements and maintenance strategies. This will include cost estimates for priority areas. • An optional public art plan to identify and prioritize potential sites and opportunities for public art projects within the city and define locally-based art themes and funding opportunities. Financial Impact A not to exceed amount is proposed at$82,700 for the Parks and Recreation Master Plan to be paid for from the 2014 Park Improvement Fund. The total amount includes the bid alternate needs assessment and an optional public art plan. COMMUNITY BACKGROUND The City of Elk River is located just 35 miles northwest of Minneapolis-St. Paul between the Twin Cities and St. Cloud on the Mississippi and Elk Rivers. As the Sherburne County Seat, the city covers an area of 44 square miles making it one of the largest land-based cities in the state and the largest city within the county with nearly 24,000 residents. The city continues to develop while retaining its historical perspective and small-town flavor. Highways 10, 169, 101, nearby Interstate 94 and the new Northstar Commuter Rail provide fast and easy access to the greater metropolitan area as well as the gateway to Minnesota's lake country. The city recently went through the branding process in which we found that Elk River is Powered By Nature This is the brand which resulted from our branding process and sums up the major characteristics of our community— small, friendly, outdoorsy, and well-located. `Vorpeople wbo want to breathe the outdoor,yet avant access to big city amenities. The city branding was the impetus for the Parks and Recreation Department to find its own brand core values,and mission. Various visioning workshops were held in early 2012 with staff and the Parks and Recreation Commission. It was through these workshops that the department came up with the taglines for its own brand—"Inspire Play Grow" ELK RIVER PARKS AND RECREATION P D W I R E R R Y NA ' u E N S P I RE 'r P LAY * G ROW The Parks and Recreation Department mission statement is,Elk River Parks and Recreation is ricb in diverse programs and facilities, dedicated to enhancing lives by inspiring play and embracing the nature of our city. Elk River Parks and Recreation achieves its mission by: • Promoting and expanding community partnerships and opportunities. • Providing a variety of recreation and service programs that contribute to the health and well- being of people of all ages and abilities. • Coordinating creative events that enhance community and add to the city economic vitality. • Maintaining the community's investment in the natural environment,with an emphasis on sustainability, safety,accessibility,aesthetic quality and fiscal responsibility. The City of Elk River Parks and Recreation Department currently services and is responsible for 44 parks consisting of over 900 acres. Many of the parks are smaller,undeveloped neighborhood parks acquired through park dedication funds. The more visible community type parks that are well used in our city include Hillside Park,Lions Park,Woodland Trails Park and Orono Park. 3 Our smallest yet,most visible park in the city is River's Edge Commons Park. This riverfront park in downtown Elk River has spectacular views of the Mississippi River, an amphitheater, splash fountain and picnic gazebo. The park fits well within the branding and nature of our city as a "river city". A few blocks from downtown and along the Mississippi River is the recently acquired Bailey Point Nature Preserve park that also fits well into a river city connection. Bailey Point Nature Preserve is a 23-acre nature preserve of historic and scenic property with over 3,300 feet of natural largely untouched shoreline at the confluence of the Mississippi and Elk Rivers. The Parks and Recreation staff prioritized in early 2013 city services into the following three priorities: 1. Maintenance—take care of what we have 2. Preservation of open space 3. Take care of our youth These are viewed as core services which are defined as our department's basic civic duty and prime value to our community. All core services should fit into the overall department mission. SECTION 3. SCOPE OF SERVICES 1. Public Process a. Gather information from key leaders and stakeholder groups. Groups include:youth sports associations; service organizations;arts organizations;Elk River Chamber of Commerce; City officials; schools;partners and citizens. Outline your approach to identify and implement a methodology for citizen involvement in this Master Plan process. b. Conduct Community Workshops, and focus groups and individual stakeholder interviews. Participants to be determined. The workshops will be scheduled at the beginning of the planning stage to critique current services and proposed services. Solicit input on physical facilities and service needs. c. Provide well organized and directed activities,techniques and formats that will ensure that a positive, open and proactive public participation process is achieved. d. Provide written records and summaries of the result of all public process and communications strategies. e. One (1) meeting with the Parks and Recreation Commission at the time of adoption of the Master Plan. f. At least one (1) meeting with the City Council for the presentation and adoption of the final Master Plan. 2. Demographic Trends a. Validate demographic trends and characteristics of the City of Elk River using information from the 2013 City Comprehensive Plan currently being developed, and other regional and local sources. 4 3. Existing and Future Facilities —Analysis of Level of Service a. Compile an inventory and assessment of the existing parks, trails, open space and facilities. This includes the exact acreage of each park location. b. The assessment will include a comparative analysis to regional communities of similar size and density using nationally accepted standards. The analysis should consider the capacity of each amenity found within the system (playgrounds,ball fields,trails, natural areas,golf courses, special facilities, etc.) as well as functionality, accessibility, condition, comfort,and convenience. Evaluation criteria should be based on the expressed values of the community. The analysis will also include identification of best possible providers of community and recreation services and recommendations for minimizing duplication and enhancing possibilities for collaborations where appropriate. 4. Rank and Prioritize Demand and Opt2ortunities a. Prioritize recommendations for needs regarding land acquisition,and the development of parks,trails, open space and recreation facilities based on national, state and regional criteria,including local resident interaction. b. Develop a set of prioritized recommendations for maintenance and renovation of parks and trails. c. Develop a set of prioritized recommendations for recreation programs and facilities. d. Establish documented capital funding priorities for improvements to the overall park system. 5. Creation of a Signature Park Overview: Every great city has signature parks. A signature park helps define a city and generates substantial civic, economic and fiscal value. a. Analyze the ability to develop both Orono Park and Orono Athletic Complex into a signature park. Include the creation of a conceptual design plan,development and operating costs, revenue potential and identification of community benefits. The consideration of a park admission or parking fee has been suggested by the Parks and Recreation Commission. b. Identify and assess other possible locations for the creation of a Signature Park. 6. Activity Center Renovation and Location Overview: The Activity Center serves as the center for a very active senior community. The current facility is outdated and programming is restricted due to its current design. a. Identify future needs for a senior center and programming in the community. 7. Great Northern Trail in Woodlands Park Overview: The Great Northern Trail in Woodlands Park will provide a paved pathway for recreation use that will connect the City of Elk River to the cities and townships north of Elk River and to the Mississippi River Trail (MRT) currently under development. The City of Elk River has completed the development of its portion of the trail in its entirety. a. Analyze and recommend actions to increase citizen use of the trail and economic development opportunites on the trail. 5 8. Creation of a Mississippi River Trail Overview: The city acquired Bailey Point Nature Preserve on November 20,2012 into the park system. Bailey Point Nature Preserve is a 23 acre parcel of historic and scenic significance with over 3,300 feet of natural,largely untouched shoreline at the confluence at the Mississippi and Elk Rivers. a. Analyze the ability to develop a trail system along the Mississippi River that clearly defines Elk River as a "river city" and connects Bailey Point Nature Preserve with Rivers Edge Commons Park and Babcock Park. b. Analyze the ability and if the timing is correct for the possibly of acquiring the Houlton Farm property and its connectivity along the Mississippi River. 9. Action Plan a. Develop an action plan which will include issues, strategies,priorities and an analysis for budget support and funding mechanisms for the short term up to five years. Also a long term up to twenty years for the parks system, open space, trails, athletic facilities, recreation facilities,recreation programs and services. b. Collect and analyze information on participation,needs, desires, operations, programming, and land use trends and make Level of Service recommendations. c. Identify areas of service shortfalls and projected impact of future trends. d. Develop a definitive program for acquisition and development of parkland, recreation facilities, open space, trails and parks maintenance and administration of facilities for the future five to ten years. e. Provide a maintenance and operation analysis. 10. Development of Final Plans and Supporting Materials a. The Master Plan must include written goals,plans, objectives,and policy statements that articulate a clear vision "road map" and model for the Parks and Recreation Department's future. b. An executive summary of existing conditions,inventories, and Level of Service analysis. c. An Action Plan. d. A color version of the final Master Plan document consisting of one (1) printed and bound color copy and an electronic copy both in a .pdf format and Word format. e. A color version of the final Executive Summary consisting of one (1) printed copy and an electronic copy both in a .pdf format and Word format. f. Electronic files (.psd., .ai, .indd, etc) used to create supporting graphics. 11. Develop recommendations toward developing a park dedication policy based on current Minnesota State Statutes and levels of service. a. The recommendations must follow a specific formula for commercial,industrial and residential developments. 12. Other Development Recommendations a. Development recommendations for areas not previously addressed by the city to enhance the current delivery system of parks and services within the community. 6 Note: The city shall be responsible for the public notice and any of the travel costs associated with the above meeting schedule. The consultant shall review with the City's Project Manager all prepared information for the public meeting at least three (3) days prior to the scheduled meetings. SECTION 4. SCOPE OF SERVICES BID ALTERNATE Needs Assessment Please submit a separate proposal to complete the following with a price breakdown. 1. Statistically Valid Community Survey Provide a city-wide, statistically valid community needs assessment survey with a return rate that accurately represents a sampling of the community population to identify community needs and issues on the park and recreation programs and facilities. The survey will be used as a baseline to determine needs,desires and willingness to pay. 2. Internet Survey Immediately following the completion of the statistically valid survey or concurrently,the consultant will conduct an internet survey. This could be done using the "survey monkey" website or another internet survey method agreed upon by the consultant and the city. While this is not a statically valid survey technique,it does provide residents with another venue to participate in the needs assessment process. SECTION 5. SERVICES PROVIDED BY THE CITY 1. The Parks and Recreation Director for reference of city history and to act as project manager on behalf of the city. 2. A copy of the City Comprehensive plan documents currently under development. 3. A copy of the 1997 Parks Master Plan (most recent Parks and Recreation Master Plan). 4. Copies of all existing studies,plans,programs,and other data including access to all applicable records. 5. Assistance with on-going community meetings. SECTION 6. PROJECT BUDGET Fees for services including reimbursable expenses may not exceed$65,000.While the $65,000 figure was established as the not-to-exceed amount based on dollars allocated for this project by the Elk River City Council,proposals may be less than$65,000. This does not include the bid alternate of the Needs Assessment services. Fees for the needs assessment scope bid alternate shall be in the range of$10,000 to $18,000 including reimbursable expenses. 7 SECTION 7. CONSULTANT SELECTION Proposals will be reviewed and evaluated by a team of city staff on the basis of the following criteria: 1. Project approach and organization 2. Demonstrated related experience 3. Consultant fees and costs 4. Proposed schedule Process City staff will evaluate and rank all submitted proposals. After conclusion of this review, staff will recommend the most qualified consulting teams or firms to the City Council. The decision will not be made by ranking alone, but based on a combination including, but not limited to: ranking, presentation, and other qualifications. The City Council will make the final decision on the consultant firm selection, with input from the subcommittee, Parks and Recreation Commission and/or staff. Once authorized to proceed, the "most qualified" consulting team or firm will be expected to immediately assist in developing a final scope of services and contractual agreement. Following review of the proposals by the city, selected consultants may be asked to make oral presentations of their proposals to city representatives. Upon conclusion of the presentations, the city will select a consultant to negotiate a contract as follows: 1. If, for any reason, a firm is not able to commence the services in that firm's proposal within 30 days of the award,the city reserves the right to contract with another qualified firm. 2. The city shall not be liable for any expenses incurred by the consultant prior to the signing of a contract including,but not limited to, the proposal preparation, attendance at interviews, or final contract negotiations. 3. The proposal must be signed in ink by an official authorized to bind the consultant to its provisions that will be included as part of an eventual contract. The proposal must include a statement as to the period during which the proposal remains valid. This period must be at least 90 days from the date of the submittal. 4. The city reserves the right to reject any and all proposal submittals or to request additional information from any or all of the proposing firms. The City of Elk River reserves the right to waive any irregularity in any submittal or reject any or all proposals. Ranking Criteria A selection committee established by the city will review all submissions. A selection committee will invite selected firms for an interview. Below are the criteria that will be used in screening, interviewing and selection of consulting firms. 1. Proposed Project Approach and Organization (50% of Rating) a. Understanding the opportunities and desired outcomes in conducting a park and recreation master plan. 8 b. Understanding the needs of the city,businesses,residents and park users as it relates to the use of the City's park system and services. c. How does the consultant plan to facilitate, encourage and implement public participation? d. A statement by the consultant regarding how a team approach can be developed and maintained by all parties involved in the project. e. Level of detail related to accomplishing the prescribed scope of services. 2. Demonstrated Related Experience (25% of Rating) a. Successful experience in park master planning projects of similar type, size and setting. b. Demonstrated experience in coordination of project specifics with multiple entities. c. Demonstrated experience in leading and facilitating public meetings. d. Successful experience in meeting project timetables and project budgets. e. List at least three references that are familiar with your firm's demonstrated experiences with similar projects. 3. Consultant's Fees and Costs (15% of Rating a. Demonstrated successful previous budget performance and experience in meeting project budgets. b. Financial information on ability of consultant to provide trained and experienced staff to accomplish work in time allotted. 4. Schedule (10% of Rating a. The consultant should provide a proposed project schedule and the staffing plan that will facilitate completion of the Parks and Recreation Master Plan in a timely manner. b. Number of on-site visits and meetings planned. SECTION 7. PROJECT SCHEDULE The following tentative schedule is anticipated for selection, contract negotiations and contract award. Contract award will be expected in November, 2013. The City also desires to +, maximize the park system's role in fostering quality of life,supporting the"Powered by Nature'brand, and utilizing and benefitting from its riverfront setting. For those reasons,the City is requesting the services of a highly qualified park planning and design firm to prepare an inspiring and implementable plan to guide the investment and operation of the park system for the foreseeable future. The planning process is to include a needs assessment. This assessment should be based on detailed professional evaluation,stakeholder and public input,facility and program evaluation,and analysis +� of trends and changes in recreation. The process should also be hands-on and inclusive. The end product will include plans and priorities that will guide decision-making to create a cost effective, i maintainable system that effectively meets the recreation needs of Elk River residents. Lil has prepared successful park, recreation,and trail and bikeway plans for Brooklyn Park, Inver Grove Heights, Rosemount,Dakota County,St.Paul,Duluth and Cloquet,among others. Lil will lead the preparation of plan content and will share facilitation responsibilities with Greg. Paul Paige,lead park designer,is a highly experienced landscape architect and park designer, Elk River resident,and former Elk River Parks and Recreation Commissioner. Paul will lead the preparation of detailed plans for park and recreation focus areas and will assist with preparation of the Master Plan. Gabrielle Grinde,park and recreation planner,brings her knowledge,communication skills,and design and graphic abilities to park and recreation planning. She will assist with plan preparation,graphics,and meeting support. Gabrielle has hands-on experience with planning in Saint Paul,Brooklyn Park,Edina,Dakota County and other communities. Kevin Clarke,park and recreation planner,is an experienced park planner who has worked with Douglas County,Worthington, White Bear Lake, and Minneapolis on park and recreation system master plans. Kevin will assist with facility evaluation, plan preparation,and meeting support. Rita Trapp,planner and funding specialist,brings her extensive knowledge of grant and foundation funding,and park dedication to the Elk River Park and Recreation Plan. PROJECT APPROACH We at HKGi view the Elk River Parks and Recreation Master Plan as a guide to a sustainable path for the future of the parks,recreation, trails,active living,and natural resource system. To create that guide we propose a five step process: 1.Inventory and Evaluation 2.Needs Assessment 3.Synthesis and Prioritization 4.Draft Master Plan and Focus Area Plans 5.Final Master Plan and Action Plan These phases are designed to work as sequential work tasks and deliverables leading to an innovative, user-friendly plan for the future. Community,staff,officials and stakeholder input will help inform all phases of the process. We see the park and recreation planning process as a partnership between a core group of City staff and HKGi's park planners, landscape architects,designers, resource specialists and funding experts. Through a series of hands on planning work sessions with staff we will evaluate the system,develop goals and plans and prioritize projects and actions. That detailed work combined with the input and direction from engaging community forums,community surveys,stakeholders and City officials ensures a comprehensive and user friendly plan for the future. Some of the key questions the master planning process will answer are: • What are resident,business and stakeholder priorities for the park,trail and recreation system? • How will trends,changing demographics and growth influence park,trail,natural resource and recreation needs? • How can Elk River best take advantage of its riverfront setting and access to nature? • What park improvements are needed and where should future park land acquisition occur? • What should the future Elk River recreation,park and trail system look like? • What priority actions are needed to obtain the preferred system? • What funding tools,resources and partnerships are needed to implement the plan? As such we will work hands-on with a core group of City staff as the primary group to guide the process and work. We will hold regular meetings with staff to test ideas,develop plans,review work,and guide the process. We will also hold work sessions with staff to develop the priorities,framework,goals,Draft Master Plan,Focus Area Plans and Action Plans. Parks and Recreation Commission Meetings —The Parks and Recreation Commission is to act as a sounding board for the planning process. We propose to hold two meetings/workshops with the Commission and Commission members will be invited to participate in the Community Forums and Focus Group sessions. In addition,we ask that City staff provide regular project updates to the Commission. City Council Involvement—We have found that keeping the City Council informed throughout the planning process is an essential component of building plan support. We will meet with the City Council early on in the process,keep them informed through the use of project briefing packets during each phase of the planning process,and make a final presentation to the Council. Community Forums—HKGi will hold two interactive community forum meetings with the public and stakeholders. A meeting early in the process will allow participants to provide input on needs,opportunities and priorities for Elk River Parks and Recreation. A second forum will allow the public and stakeholders to review and comment on the Draft Master Plan. These forums will be fun events where attendees can actively participate through dot ranking,park planning exercises,etc. On-line Parks and Recreation Questionnaire— HKGi will prepare an engaging web based questionnaire using Survey Monkey software to test community satisfaction,gather ideas and define priorities for the parks and recreation system. Web Based Content—As digital media becomes more widespread and more mobile,we have found web input to be an extremely effective way to reach residents. For each phase of the process,we will supply the City with content for the project page hosted on the City website. We will also provide two opportunities for on line-input through questionnaires in the needs assessment and draft plan review portions of the plan process. On-line input has the advantage of allowing users to conveniently respond on their own time. Partners and Stakeholder Focus Group Sessions—We will hold a series of(up to 3) focus groups sessions with partners and stakeholders. These sessions allow detailed input from stakeholders and a dialog about system priorities. Potential participants include:representatives of the school district,youth athletics,seniors,the Chamber of Commerce,service and arts organizations, and the Parks and Recreation Commission. The Plan considered public,private and non- profit recreation providers and facilities. The System Plan includes an inventory,evaluation and recommendations for the city's 170 park properties,41 recreation center buildings,trails,parkways,fields,courts,and other facilities. A series of interactive communities meetings helped shape Plan content and recommendations. Web,e-mail,focus group,staff,and Mayor,City Council and Parks and Recreation Commission input also guided the Plan content. The Plan is designed to prioritize investment in city facilities and expand partnerships to match resources with expenditures while updating the city's recreation facilities to better meet current and future recreation needs. The Plan envisions a transformed 21 st Century recreation system that is more relevant, more connected and more sustainable. The Plan is a blueprint and asset management tool. It contains plans and specific recommendations for recreation centers,parks, trails, parkways,access to nature,athletic fields and facilities, play equipment,and specialty facilities. HKGi's park planners first performed an analysis on Mankato's current park system and on other recreational opportunities found in the immediate region.Using a combination of the current park inventory,land use maps and population projections,HKGi also performed a needs assessment in order to identify neighborhoods that are currently underserved by the park system as well as to identify areas in which future growth would necessitate the acquisition and development of new parkland. The park connects Main Street to the adjacent Mississippi River and provides a venue for community festivals and concerts in the park,drawing thousands of visitors every year to the downtown. The City recognized the need to better assure the long-term viability of downtown by making a stronger connection to the rest of the community and by utilizing the riverfront location. River's Edge Commons Park is critical to that plan and has provided a significant economic boost to the downtown business district since opening in 2007. The design process for the park began when Hoisington Koegler Group was commissioned by the City to develop park concepts and complete construction documents for the design;culminating in the construction of the park in the summer of 2007. The design incorporates an upper square with shade trees and a popular in grade fountain feature at the street level,a grand staircase with a terraced stone amphitheater at the hillside,and a performance area and gazebo overlooking the River below. The project has earned high reviews from the public and the industry, being recognized with an honor award by the Minnesota Recreation and Parks Association as a significant public park space. HKGi worked closely with city staff,a citizen's advisory task group,stakeholders and the public to prepare a strategic master plan to guide improvement of the park and recreation system through 2025. Key elements of the planning process include an on-line community survey,a staff visioning workshop,focus group meetings,a partner meeting,peer city comparisons and use of service area standards. The plan includes strategies and actions for nine core topic areas,park improvement plans for key parks and a financial plan designed to increase fiscal sustainability and to implement plan recommendations. The Park and Recreation Plan was integrated with and builds on the Imagine Bloomington 2025,a city- wide strategic planning process. The Plan advocates a park re-positioning approach to create signature parks to serve districts within the city. Re-positioning will achieve several key goals—creating higher quality experiences and park facilities,providing community gathering places,focusing reinvestment and achieving an initial cost savings and long-term operating efficiencies.
