City Engineer Item Description Reviewed by 2014 Intersection Enhancement Projects Cal Portner, City Administrator Reviewed by Action Requested Provide staff direction on preferred options to 2014 intersection enhancement projects. Background/Discussion Included in the 2014 Capital Improvements Plan is a project for enhancements to existing intersections to improve safety and mobility. The three intersections currently being scoped for improvements are detailed below: Main Street and Parrish Avenue Intersection This intersection continues to generate a high number of complaints and concerns related to limited sight distance and overall congestion. In the past five years there have been a number of crashes and numerous reported close calls at this location. The issue of congestion is directly related to the proximity of this location to the Main Street and TH 10 intersection. Little improvement to congestion will be realized at the Main Street Parrish intersection without larger capacity improvements made at TH 10 and Main Street. Engineering staff has reviewed the sight line concerns and has evaluated 4 possible options to improve this safety concern: • Option 1 —Stripe no parking on south side of Main Street west of the intersection—Costs estimated to be less than $500. • Option 2—Add stop control for eastbound Main Street traffic—Costs estimated to be less than $1,000. • Option 3—Remove parking and add right turn lane for eastbound to southbound movements — Costs estimated to be around$15,000. • Option 4—Design and install a new mini roundabout in this location—Costs estimated to be about$150,000. Proctor Road and Highland Road Intersection Accident history at this intersection suggests modifications should be considered to increase awareness of the existing traffic control devises. The intersection is currently a two-way stop controlled intersection with stop signs facing east-west traffic on Highland Road and 194`''Avenue. Proctor Road movements are unrestricted. Staff is recommending supplementing the existing control in one of two ways: • Option 1 —Replace existing stop signs with LED flashing stop signs—Costs about$4,000. • Option 2—Add LED flashing`Approaching Traffic' signs—Costs of about$6,000. P a w E A E U s r NaA f RE] Proctor Road and CSAH 1 Intersection Traffic speed,volume and history of accidents at this intersection have led to the consideration of options for improvement. Staff has been working with Sherburne County on an option to install a left turn arrow for southbound CSAH 1 to eastbound Proctor movements. Modifications to the existing traffic control system would include the installation of three new loop detectors in the pavement and hanging new arrow plates on two of the existing mast arms. Control modifications would be made to allow the system to be operated and function similar to the system at located at CSAH 1 and School Street. Costs for these improvements would be split with Sherburne County. It is estimated that the city portion of the costs would be less than $30,000. Financial Impact Improvements described above are included in the CIP and anticipated to be funded through the Street Improvement Reserve Fund. If directed to move forward with select options, staff will design and secure a contractor to complete the work. Any proposed improvements,with costs exceeding levels approvable by staff according to the existing purchasing policy,will come back to the Council for consideration.
