HERITAGE PRESERVATION COMMISSION
HELD AT THE ELK RIVER CITY HALL

1. Call Meeting to Order
Pursuant to due call and notice thereof,the regular meeting of the Elk River Heritage
Preservation Commission was called to order at 6:15 p.m.
2. Consider 3/3/05 Agenda
The agenda was approved as submitted with the addition of discussing the membership of
Commissioner Pouti on the Commission.
2.1 Commission Membership
The Commission discussed Commissioner Pouti's membership and she not responding to
calls or informing staff that she is no longer interested in being on the Commission. The
4110 HPC suggested that staff contact her again and ask for a letter of resignation.
3. Consider 11/4/04 Minutes &Joint HRA,EDA,and HPC Minutes
Minutes were approved as submitted.
4. Consider Items on Planning Commission 3/22/05 Agenda
The Commission reviewed the items on the 3/22/05 Planning Commission Agenda and felt
that most of the items did not have potential conflicts with any known cultural or historic
resources.
A MOTION WAS MADE TO ADD STAFF'S RECOMMENDATION TO ITEM
NUMBER 5.3 AND 5.4 BY COMMISSIONER GONGOLL AND SECONDED BY
COMMISSIONER DWYER. MOTION CARRIED.
5. Discuss the Next Step for Creating a Historic Preservation District
The HPC discussed the timing of creating a Historic Preservation District and decided to
contact the Mayor of Anoka to find out about their process. Staff will contact the Mayor of
Anoka and see if he would be interested in attending the next HPC meeting or if members
of the HPC could meet with him in Anoka. It was also suggested that staff get a list of
downtown business owners from the Economic Development Department.

6. Discuss Archaeology Grant for 2005' •
Staff applied for another grant for$14,800 from the Minnesota Historical Society. Staff will
have to send out an RFP for the work,hopefully we will be able to continue working with
St.Cloud State University. The grant will cover more work in the paleo site and having 2 3-
dayweekends where the public will be invited to excavate the milling industry foundation.
The Houlton family is fine with the project continuing. The weekends are tentatively set for
July,however,one weekend is the same as the County Fair so assistance from the Sherburne
County Historical Society would not be possible. The Houlton's will also be doing a
streambank restoration project this year and a Phase I will be conducted prior to any
earthmoving. Staff has asked Dr.Rothaus if it would be possible to have a student on-site
during the earthmoving to make sure nothing of significance is destroyed prior to identifying
it.
7 _ Discuss Oral Interviews_
Oral interviews were discussed.None of the HPC members were able to conduct interviews
since the last meeting. Commissioner Dwyer had scheduled one but due to illness by the
individual he had to reschedule. Many other people were discussed that the HPC would like
to interview. Each member will try to interview one person prior to the next meeting.
8. Volunteer Appreciation Dinner
The Volunteer Appreciation Dinner is scheduled for April 21,2005 to be held at
Blackwoods in Otsego.
9. 2005 HPC Budget •
Staff will double-check to make sure that the submitted budget didn't change. The
travel,conferences and schools decreased as a result of not many members attending the
Annual HPC Conference.
10. CLG Grant Annual Report
Staff will work on this report and provide it to the HPC at the next meeting.
11. Other
Midwest Preservation Institute- Commissioner Kragness informed the HPC that this doesn't
really apply to this Committee. It would be beneficial if the Committee started looking into
design guidelines.
HPC Brick at the Sherburne County Historical Society- The Historical Society is selling Legacy
Bricks as a contribution to the Sherburne County Heritage Center. The cost of a brick is
$300.
A MOTION WAS MADE TO PURCHASE A LEGACY BRICK WITH THE
INSCRIPTION "ELK RIVER HPC PRESERVING OUR HISTORY"BY
COMMISSIONER OLSON AND SECONDED BY COMMISSIONER
GONGOLL. MOTION CARRIED.
12. Schedule Next HPC Meeting and Identify Agenda Items
The next HPC meeting will be Thursday,Apri114,2005. The items to be discussed include 1111

oral interviews,2005 SHPO Grant RFP,CLG Grant,Budget and hopefully meeting with
the Mayor of Anoka to discuss historic preservation.
13. Adjournment
There being no further business,the meeting of the Elk River HPC was adjourned
at 7:50 p.m. Next meeting was set for Thursday,April 14,2005.
