SUBJECT: City and Wright County Bridge Maintenance Agreement
REQUEST
Renewal of maintenance agreement for Bridge #86515 (Parrish Avenue Bridge)
BACKGROUND
This agreement is handled by the Wright County Highway Department. In the past the
agreement has been renewed every other year. The County Highway Engineer is requesting
to put this agreement on a yearly schedule. The City concurs that it will be easier to handle
on an annual basis.
The maintenance agreement is attached and explains the City's responsibilities. Phil Hals has
reviewed the agreement and is in concurrence with the items listed as the City's
responsibilities.

Council motion approving the attached resolution.
RESOLUTION 02-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION ENTERING INTO A MAINTENANCE AGREEMENT BE'I"~VEEN
WRIGHT COUNTY AND THE CITY OF ELK RIVER
FOR BRIDGE #8651S
this agreement made and entered into by and between the City of Elk River
hereinafter referred to as the "City" and the County of Wright hereinafter referred
to as the "County."
WHEREAS,
it is deemed to be the interest of all parties that the duties and responsibilities of
both the City and the County as to maintenance on Bridge #86515 and its
approaches should be clearly defined.
NOW, THEREFORE, IT IS AGREED with regard to said structure maintenance;
CITY MAINTENANCE RESPONSIBILITIES:

Maintenance of streetlights
Removal of snow from sidewalk
Maintenance of slopes/berrns and roadway on north approach (includes: turf
maintenance, bituminous maintenance, drainage, and riprap maintenance)
Periodic sweeping to remove sand and debris and removing sand/dirt from
expansion joints
Removal of markings/spray paint etc. from visible surfaces of bridge structure
COUNTY MAINTENANCE RESPONSIBILITIES: (1) Snow and ice control from bridge and approaches
(2) Signing for bridge and approaches
(3) Maintenance of slopes/berms, and roadway on south approach (includes: turf
maintenance, bituminous maintenance, drainage, and riprap maintenance)
(4) Centerline and edge pavement marking (includes stop bar)
NOW, THEREFORE, BE IT KESOLVED, that the agreement between the City and County shall
be for a one-year period and run from January 1, 2002, to December 31, 2002. All maintenance
responsibilities will be deemed "offsetting" therefore no payments will be required for the individual
maintenance work, which conforms to the areas stated herein and performed under authorization of
either the City or County.
NOW, THEREFORE, BE IT FURTHER RESOLVED, in the event that the structure needs major
maintenance/rehabilitation an agreement detailing the work and shared costs must be approved and
accepted by the City and County.

Enclosed is a maintenance agreement for the maintenance activities on Bridge 86515.
Two copies of this are enclosed for your review and execution by the City. We would
like to change this to an annual agreement so that we can include it for approval with
our other maintenance agreements, which are all submitted on an annual basis. That
way we will be less likely to overlook it when preparing agreements for each year, as
we did this year. The current agreement will be effective from January 1, 2002, to
December 31, 2002. Please return both copies of the executed agreement. After
approval by the County Board, one of the copies will be returned to you for your files.
