4.2. SR 10-12-1998ity of Memorandum TO: FROM: Item 4.2. MAYOR AND CITY COUNCIL STEPHEN ROHLF, BUILDING & ZONING ADMINISTRATOR DATE: OCTOBER 12, 1998 ~"f~' SUBJECT: HERITAGE PRESERVATION COMMISION (HPC) A group of citizens interested in Elk River's history has been meeting for last several months. In particular, this group is interested in compiling a written history of the city before it is lost. For purposes of this memo, this group will be referred to as the History Committee. A list of those involved is attached. It is vital that the Council supports the History Committee's efforts to prepare a written history of Elk River. The History Committee feels that it is important that people moving to Elk River and all of its citizens have knowledge of our past. An understanding of Elk River's heritage helps to instill a sense of pride in our community. In addition, knowing where the community has been and what shaped it is vital information when planning what direction it will go in the future. An issue that is worth exploring is the establishment of a Heritage Preservation Commission (HPC). The City of Otsego established a HPC to compile its written history. A HPC would be made up of a group of 5 to 7 citizens of the community, that are appointed by the Council, similar to the Planning Commission or the Park and Recreation Board. Authority exists in State Statute for such a group. The establishment of a HPC opens up opportunities to secure grant money. Through their HPC, Otsego has received a grants to aid them with their written history. The History Committee is recommending that the city explores the possibility of establishing a HPC in Elk River. Besides aiding in the compilation of a written history for Elk River, a HPC would be an additional source of input when the city's comprehensive plan is updated. The HPC would be an advisory group to the Planning Commission. Staff is requesting the Council's permission to aid the History Committee in further researching the potential of establishing a HPC. If the Council is agreeable, this issue will come back to you at a future meeting with ,a recommendation on establishing a HPC.. s:\b&z\stever\camascup.doc ... 13065 Orono Parkway · P.O.
