SUBJECT: Update on Northstar Corridor
Project
At the October 1, 1998 meeting of the Northstar Corridor Development
Authority two main topics were discussed, highway alternatives and the
commuter rail feasibility study.
First of all I would like to remind the Council of the Northstar Corridor open
house to be held on Tuesday October 20th. The open house will be held at the
Sherburne County Government Center from 6 to 9 PM. A 15 minute
presentation is scheduled for 6:15, 7:15 and 8:15. Seven information booths
will be set up; each booth will have information on a specific aspect of the
Northstar Corridor. Attached is a schedule outlining meeting times and what
information will be available at the different booths.
The discussion regarding highway alternatives centered on two options,
construction of highway bypasses and a limited access freeway. These options
were ruled out because of the cost associated with them. Attached are
diagrams highlighting possible bypass locations and a summary of the costs
involved.
The Authority also received an update on the status of the commuter rail
feasibility study. BRW is doing a ridership forecast and a station location
performance analysis. BRW expects to have the ridership forecasts in time for
the November meeting. Once the forecast is completed they will be in a
position to recommend parking requirements for the various stations.
Burlington Northern is working on their capacity modeling and preliminary
capital cost estimates.

A motion was made by Paul McCarron, seconded by LeRoy Pauley and carried
unanimously to approve the agenda of September 3, 1998, with no additions and the meeting
minutes of July 9, 1998, regular meeting minutes as amended.
Stephanie Eilers, Anoka County, provided information to the Committee on the Minnesota
Planning Grant.
A motion was made by McCarron, seconded by Gerry Donlin, carried unanimously to approve
the recommendation of the Northstar Executive Committee to support the application of the
Minnesota Planning Grant.
A motion was made by Gerry Donlin, seconded by Duane Grandy and carried unanimously to
approve the recommendation of the Northstar Executive Committee to pursue a lump sum
agreement with the Minnesota Department of Transportation (MnDOT) for funding of the study to
examine the feasibility of commuter rail in the St. Cloud area.

Tim Yantos and Mary Richardson presented a request from MetroBus, St. Cloud Metropolitan
Transit Commission (MTC), requesting membership to the Northstar Corridor Development
Authority.
A motion was made by McCarron, seconded by Norgren and carried unanimously to approve
the recommendation of the Northstar Executive Committee to approve the St. Cloud MTC's
request to be a member in the Joint Powers Agreement of the Northstar Corridor Development
Authority with Jerry Leese appointed as Member and Tom Cruikshank as Alternate. :

Policy on Extensions of the Northstar Corridor
The Northstar Corridor IS cleflned in State and federal legislation as linking downtown
Minneapolis to the St. Cloud area. In response to a request from Benton County, the NCDA
agreed to include the City of Rice es a per1: of the study area for the Major investment Study.
The NCDA further agreed, at its last meeting, to include in its current study the assessment
of the feasibility of commuter rail in St. Cloud. Mn/DOT has offerect to pay 1or the additional
costs associated with the weetem extension of the Corridor. Morrison County has subrnitTM
a resolution requesting a station in Little Falls and supporting the station in Rice if such an
extension is not feasible. A[ its meeting on September 17, the Executive Committee
discussed elements of a draft policy on extensions of the Northstar Corridor and recommends
that the NCDA adopt the following policy,

This technical memorandum documents an illustrative response to comments made by members
of the Northstar Corridor Development Authority Board at their meeting of Septmber 3.
Passenger Rail Service "Concept B" incorporates most of the features of the original concept (to
be designated "Concept A"), but also reflects changes made to accommodate the Board's
comments. The principal adjustments made to the first service plan are:
Operation of two southbound moming trips from St. Cloud to Minneapolis,
arriving at peak commute times, and two northbound evening trips from
Minneapolis to St. Cloud, departing at peak commute times. This feature
augments the previous concept of only one through trip to and from St. Cloud
during peak periods.
Operation of one through peak period trip between Minneapolis and St. Cloud in
the "reverse peak" direction. This feature makes possible an arrival at St. Cloud
during typical work start hours, and a departure from St. Cloud during the
evening peak.
Possible location of the central maintenance facility at St. Cloud rather than at. Elk
River.
Additional comments received from the Board referred to the desirability of evening service,
primarily on Fridays and Saturdays, for various kinds of events, such as large gatherings for
sports events. That particular aspect is not addressed in the example schedules provided here
since large-scale public events can begin and end at widely varying times. It is assumed that
extra trains will be operated for these events on a schedule that meets the needs of these events.
While they are not presented on the regular weekday schedule, an allowance will be made for
them in the operating cost estimates when they are prepared.
Absent Board comment, a revised weekend and holiday timetable has not been prepared at this
time. It is assumed that the previous concept of three daily scheduld round trips (morning,
midday, late afternoon) will be sufficient for the study's purposes at this point.
Departure and arrival times have been adjusted to reflect a "memory" timetable concept, based
on a half-hour module. For example, all trains departing St. Cloud leave at either 5 or 35
minutes after the hour. All trains arriving at Minneapolis arrive either on the hour or at half-past.
The same is true at intermediate stations. For example, all Northbound trains at Anoka are on
the hour or half hour. This concept permits easier memory of train times by the public, and, very
importantly, makes coordination with local bus services easier, provided they also use memory
scheduling on a compatible headway.
The additional service incorporated per the Board's comments into Concept B requires a fourth
trainset. It is assumed, as in Concept A, that all trainsets will consist of a locomotive, two
coaches, and a cab coach for push-pull operation. As in Concept A, and for the same reasons,
the rotation of the four trainsets underlying this revised concept provides for ovemight layover at
both Elk River and at St. Cloud. In this case, however, two trainsets stay overnight at each
location, alternating between the two each night. Thus, it is possible, from the point of view of
routine maintenance, to locate the primary facility at either place, with the other serving only for
routine servicing and cleaning. An advantage for the St. Cloud location would be the proposed
weekend service pattern, since weekend and holiday trains require only one trainset which
originates at St. Cloud, makes three round trips, and "ties up" at St. Cloud in the evening.
Presumably, extra trains for special events would also run through to St. Cloud. However,
Concept B will work with the central shops at either location. A recommendation and decision
can thus be left largely to considerations other than the service pattern, such as site conditions,
land costs, desirability of reuse of existing railroad property at St. Cloud, and so forth.
Equipment requirements for the four trainsets in service would be four locomotives, eight
coaches and four cab coaches, to which would be added one spare of each, for an overall
Concept B requirement of: five locomotives, nine coaches and five cab coaches.
Following are weekday example timetables for this general concept, plus an illustration of the
rotation of trainsets which will accommodate maintenance facility location at either Elk River or
St. Cloud. As was noted in the description of initial Concept "A", the running times shown in
these example timetables are estimates based on a number of observations, and on comparisons
with other systems and historic performance on this line. As the corridor operation has not yet
been subjected to an operations simulation, it may be expected that some adjustments will be
necessary.

This rotation will work with the central maintenance facility located at either Elk River or St.
Cloud, though, as noted above, a weekend service pattern based at St. Cloud would tend to favor
the latter location, other things being equal. In that case, overnight/weekend storage for two
trainsets at Elk River, with routine servicing and cleaning capability there, would be sufficient.
In principle, the main shop and storage facilities might then be located at the former Great
Northern St. Cloud yard, but it is not yet known whether the amount of space required for this
purpose is presently available and surplus to the needs of the Burlington Northern Santa Fe
Railroad. The price which the BNSF might ask for such property, even if surplus, might also
prove unattractive to the Authority.

Highway Alternatives within the Northstar Corridor

As part of the Northstar Corridor Major Investment Study (MIS), a number of highway-related
improvements along TH 10 were identified. These highway improvements would be part of the
Commuter Rail study that is now being completed.
The highway-related improvement evaluation was completed along the TH 10 corridor from the
west side of the City of Anoka near the intemhange of TH 10 and TH 47 to the City of Rice.
The corridor was divided into two general types of areas: current issue areas and current rural
areas. The current issue areas were generally more developed areas along the corridor with
significant traffic control. The issue areas are shown in Figure 1.
Transportation related forces and issues were identified for the current issue areas, which will be
presented at the NCDA meeting. In general, the issues in the urban areas deal with mobility,
access, and safety. Issues within the current rural areas deal primarily with farm machinery
traveling along TH 10, existing and future access to TH 10, and potential future land
development. In order to address these issues, a toolbox of potential highway improvement
strategies was developed and is shown in Table 1. For each current issue area, the toolbox of
strategies will be evaluated to determine which strategies are applicable to that area.
Within the toolbox of strategies are two improvements that are at the high end of the cost range
of options to be considered. They are the construction of bypasses around cities in the TH 10
corridor and the upgrading of TH 10 into a fully controlled access highway. An initial screening
of the highway alternatives will be completed at the NCDA meeting for each current issue area
using the matrix shown in Table 2. The project team have identified some potential bypass
alternatives for some of the current issue areas. These are not proposals and are shown in
Figure 2 through Figure 6. While it is necessary at this point in the MIS to examine all
potential solutions, it is expected that the potential bypass areas will be screened out.
Additional information on the bypass alternatives will be presented at the NCDA meeting.

Note 2:
A bypass around the eastern edge of St. Cloud was found not to be warranted in a 1995 MnDOT District 3 study. Only 25 percent of the trips
on TH 10 were found to be through trips that would use a bypass. The conclusion from the MnDOT study was that minor geometric
improvements should be completed at existing intersections and interchanges as needed through the Year 2015. Additionally, system
management was recommended in order to maintain the function of TH 10 as a principal arterial. This included transportation system
management and land use management.
Note 3:
The yearly MnDOT District 3 Right-of-Way and Construction budget is $50 million. Of that $50 million, $8 million per year is for expansion
projects such as bypass and interchange construction. Currently, the expansion budget has been allocated until the Year 2008.
