Background/Discussion On August 5, 2013, the City Council directed staff to develop landscaping plans as part of the city beautification initiatives. The two locations being developed are the intersection of Highway 10 and Jackson Street, and the southern face of the railroad bridge embankment at northbound 169. As part of the project,the Council also authorized the exploration of a partnership with MnDOT to assist with the funding of project materials. The partnership will reimburse the city a portion of the money spent on materials purchased as part of the project,up to $3,000. The city may pursue additional funding for future projects,with the opportunity for an increase in value. The application must be submitted by January 31, 2014, for construction the following spring. In order to enter into the agreement,MnDOT's Landscaping Partnership Program requires a resolution from the city. The resolution includes a statement of authorization and designates a project representative to work with MnDOT. Financial Impact The Capital Improvement Plan (CIP) includes $60,000 in 2014 for intersection improvements,including funding from the 2013 CIP transferred to 2014 for the above landscaping projects. P a w E A E U s r NaA f RE] City of Elk River Resolution 14- A Resolution of the City of Elk River to Enter Into an Agreement With the Minnesota Department of Transportation (MnDOT) and the Landscape Partnership Program to Share the Costs of City Beautification Projects WHEREAS, The City Council desires to improve the physical appearance of the City of Elk River; and WHEREAS, the City Council has determined that the installation of landscaping and other improvements in highly visible locations will improve this physical appearance; and WHEREAS, the City Council directed the development of landscaping plans at Highway 10 and Jackson Street and the southern face of the railroad bridge embankment near northbound Highway 169, all within the MnDOT Right of Way. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,Minnesota, as follows: The City of Elk River act as the sponsoring unit for identified city beautification projects,in partnership with the MnDOT Landscape Partnership Program, to be conducted during the period of April 1, 2014, to April 1, 2015. BE IT FURTHER RESOLVED that Zack Carlton of the Planning Department is hereby authorized to apply to the Minnesota Department of Transportation for funding of this project on behalf of the City of Elk River. Background/Discussion One of the four goals identified in the 2013-2014 visioning process was beautification. "Have attractive, welcoming streetscapes at city entrances and primary corridors. Enforce zoning ordinances." Under this goal, three capital improvement tasks were identified: Cl: "Prepare plans to improve primary intersections with landscaping,lighting, and hardscaping." C4: "Complete improvements to primary intersections." C5: "Implement median and streetscape design and maintenance standards." In the development of options, staff will attempt to respect several goals,including: a. Interest in the form of texture, color,height throughout the year. b. Low maintenance. c. No negative impact to the traveling public, minimal disruption to adjacent businesses. d. Cost. Staff has identified a number of possible locations for the 2nd phase of this project: Highway 10 and Jackson Street—Add landscaping to soften the edge of the King Avenue parking lot and on the north side of the Highway 10/Jackson Avenue intersection. Highway 169 and School Street—Add landscaping similar to the project at Highway 169 and Main Street. All four corners likely will not be landscaped due to existing ditch grades. Southern face of Railroad Bridge Embankment,Northbound 169—Possible area for entrance sign and landscaping. Additional Funding The MnDOT Community Roadside Landscaping Partnership Program provides funding for projects occurring in MnDOT right-of-way. Funding is granted through an application process and pays for landscaping materials (soil amendments,plants,mulch, etc.) Applications are due December 31, 2013, for POWERED By AR projects scheduled to be constructed in the spring of 2014. It is hoped that with MnDOT funding, two locations could be developed this year,with installation to occur spring of 2014. Financial Impact Funds for beautification projects ($30,000) and entrance signage ($40,000) were included in the 2013 Capital Improvement Plan, totaling$70,000.
