Background/ Discussion As Communications Coordinator, I review all communication items before they go public. With a centralized communication program it became evident we have a very inconsistent signage and branding message for the city. For instance over the past year we have added transit area signage, discussed entrance monuments and improvements, had requests for downtown signage, requested Bailey Park signage and reviewed developed city entrance signage. After consultation with staff and regional signage professionals, it was apparent that the city would be aided by a consistent sign design plan. With a wayfinding plan we can begin to direct people to areas of Elk River such as the downtown, parks, businesses, city hall, library, and other amenities to stimulate economic growth within the city. The design plan can incorporate the feel of our brand "Powered by Nature" throughout the city and create a well- organized and comaected system. In September, 2013, an RFP was created to get proposals from companies with wayfinding expertise. A sign committee was created consisting of city staff including: Michael Hecker, Parks and Recreation Director, Jeremy Barnhart, Community Operations and Development Deputy Director, Dan Behur, Engineering Technician, Robert Kluntz, Administrative Captain, Tina Allard, City Clerk, Chris Holzem, Streets Di \rision, and myself. Mr. Lang has been called upon to serve as an expert witness in the area of branding, sign design and fabrication techniques. His experience with the corporate identities of Best Buy and Wells Fargo Home Mortgage provide a strong knowledge for the design of high quality and cost effective signage. Ms. O'Donnell was instrumental at the Mall of America to direct wayfinding on the interior and exterior of their campus and was principal on the City of St. Paul Exterior Pathfinder signage and interior skyway refurbishment of their existing signage. In addition, Ms. O'Donnell has been involved in many historic projects including St. Paul Central Library signage and the Minnesota State Capitol Campus Signage Master Plan, the Science Museum of Minnesota, the Science Center of Iowa, and North Shore Mining Scenic Trail in Silver Bay, MN. Ms. O'Donnell is currently directing signage wayfinding and design for City of Apple Valley Wayfinding and Inver Grove Heights Recreational Center and city offices. Ms. O'Donnell has been involved in SEGD (Society for Environmental Graphic Design) since 1987 and is a member of the National Association for Female Executives since 1992. She serves on the boards of the River Heights Arts Alliance in Dakota County. the Midway Chamber of Commerce, and is a member of St. Paul Chamber of Commerce. Ms. O'Donnell is a graduate of Winona State University in Winona MN in 1977, with a BA in Liberal Arts - Fine Art with a focus in graphic design and sculpture. Ms. Carlson most recently provided the Master Plan Design and Specification Documents for the City of St. Paul Parks and Recreation and Mound Harbor District. She also created logo /branding graphics and signage design for the City of St. Louis Park - Park Commons and Wolfe Park. Her resume includes branding of key destination parks within downtown St. Paul. She created the master plan design and specifications for the exterior and skyway signage in the City of Saint Paul, and the Science Museum of Minnesota. She also was senior designer for the Wells Fargo Home Mortgage interior and exterior sign system at the historic Honeywell Corporate Campus in Minneapolis, MN. She provided comprehensive wayfinding specification packages for Kingdom Center in Riad Saudi Arabia. Ms. Carlson recently completed master plan signage the City of Eden Prairie Major Area Center 25 year Master Plan Project. Ms. Carlson is a member of the Society for Environmental Graphic Design since 1991, the Saint Paul Chamber of Commerce since 1991, and the Midway Chamber of Commerce. Ms. Carlson serves as an advocate for Lovelines Ministries and Hope for the City. She has traveled abroad to work with orphans in India and the Ukraine. Ms. Carlson has been a regular feature on HGTV "Typical MaryEllen" presenting creative interior design ideas. = Z A Jesse Yungner, Graphic Designer Mr. Yungner is a graduate of the Minneapolis College of Art and Design in the field of Graphic Design and Illustration. During the past six years Mr. Yungner has worked extensively with the design of wayfinding signage, brochure and maps for simple to complex environments including Duluth's Skyline Parkway, Mound Harbor District, Northwest Family Services Center, Allina United Hospital, and HealthEast St. Joseph's Hospital. His graphic experience has been key in the recent design upgrade of award winning Hennepin County Medical Center's wayfinding graphics, which introduce the Hablamos Juntos pictogram system for multilingual populations. The map also includes welcome information in ten languages spoken within the neighborhood served. Most recently, Mr. Yungner completed a 7'x 65' pictorial history wall & banner graphics program for St. Paul College's centennial. The banner won first Place in the 2011 United States Sign Competition. Mr. Yungner has recently been named Minnesota Chapter Co -Chair of the Society for environmental Graphic Design (SEGD). Noah Vetsch, Graphic Designer Mr. Vetsch's extensive experience in graphic design and production management provides innovative wayfinding and document design and message scheduling. His background is essential in the provision of state of the art documents communicating sign messaging, sign types and sign location plans. Recently Mr. Vetsch completed the Exterior Signage Master Plan for Hudson Hospital in Hudson, Wisconsin. It is our goal to develop well- designed and located signage systems that will result in a minimal number of signs while providing for effective wayfinding. Visual Communications recognizes that developing an effective signage and graphics program and properly analyzing the wayfinding and programming of a sign system is a vital contributing element in the successful operation and utilization of a project. Our challenge is to provide a sign and graphic system that successfully meets the following critical concerns: • The need for effective and user - friendly direction and identification at Gateways and throughout the City of Elk River. • A strong and vital aesthetic compliment, which fosters the architectural integrity and heritage of the city. The establishment of a strong identity and wayfinding system can unite a projects' individual identification with adjoining and overall entities throughout the system. • The ability to meet the dynamic, changing needs and flexibility of a project easily and cost - effectively. The designs represent respect for the commonality and concerns of the group, and each individual, with the priority based on the unique qualities of the City of Elk River. It is our experience that more than one option is frequently selected by the group. We then qualify each of the options by a rating system based on graphic image, color, readability, cultural aspects, and so forth. The qualifications are determined at the onset of the project by the stakeholders. This system guides the design and incorporates each of the stakeholders concerns. The results of each of the areas are analyzed to aide in the selection of the final option. Adjustments can be made to the selected image. Quality Solutions & Team Participation Effective results start with a strong team of highly qualified professionals. In the proposal phase, the Team Project Manager /Principal provides the overall priorities of the project to each team member and all parties communicate the needs and objectives of the project including necessary due dates and anticipated project costs. Team tasks and consensus are essential in the planning stages. The Team Project Manager then sets up a project schedule for all team members review and approval. Meeting minutes are provided by Visual Communications and distributed to all team members, city staff, and key stakeholders. 8 November 2013 RaeAnn Gardner City of Elk River Master City -wide Gateway and Wayfinding Proposal Visual Communications Similar Environmental Graphic Design Projects Eden Prairie Twenty -Five Year Wayfinding Master Plan Provided sign design and wayfinding master plan theory and preliminary design for this unusual downtown zone named the "Major Center Area" (MCA) as part of an overall streetscape improvement plan. The signage Master Plan included the integration of all transportation modes, including walking, bicycling and transit. Duluth Historic Skyline Parkway Identification and Wayfinding Provided a fresh new logo for signage, wayfinding, brochures, and commemorative posters. VCI created new brochure design to include a comprehensive map and current tourist highlights. Also, VCI created a commemorative poster for the city's promotional use. Built consensus with a variety of interest groups including the Arrowhead Regional Development Commission (ARDC), City of Duluth, Historic Preservation Commission, Skyline Parkway Planning and Preservation Alliance (SPPA),Visit Duluth, the State Historic Preservation Office (SHPO), the Minnesota Department of Transportation Cultural Resources Unit, and the National Scenic Byways Authority. Mound Mound Harbor District Identification and Wayfinding Visual Communications provided Design, Wayfinding, Specification, and Bid Procurement services including 32 unique sign types from area identification to directional maps, and standard regulatory signage. The sign design compliments the area history as reflected in surrounding bridge design and the street landscape the newly named "Mound Harbor District' includes a new wayfinding signage plan, which addresses the flow of visitors in this multimodal community, comprising of transit stops, bicycle trails, restaurants, shelters, public facilities, pertinent shopping and services, residential and office areas. Regional Transportation Board Logo Signage Design Creation of new logo signage for 60,000 metro bus stops throughout the greater Twin City Area. Included twenty transit users to participate in design consensus meetings. Saint Louis Park City and Park Commons- Identification and Wayfinding Visual Communications provided the city identification signage for the city's four (4) main entrances. In addition, Park Commons is a multi -use redevelopment area of St. Louis Park which includes existing and new development covering a 24 -block area. Park Commons Signage Master Plan incorporates office, retail and residential environments. Visual Communications logo design brings together the parklands and prairie school influences that are historic in the area. Saint Paul Exterior Pathfinder and Skyway Identification and Wayfinding Provided design and wayfinding, and consensus building for the creation of exterior wrought iron sign structures, park logos and downtown directional signs, including Message Schedules and Location Plans. Worked with Mayor Coleman's office and the St. Paul Building Owners and Managers Association (BOMA) to create interest, approval and backing. Visual Communications also created designs for an interior Skyway Connection signage system. Saint Paul, Parks and Recreation Signage Master Plan VCI teamed with Hoisington Koegler Group (HKGi) to provide a city -wide Signage Master Plan to be utilized in the next 25 years with an immediate focus on Como Regional Park tourism attractions, wayfinding, and parking amenities. Met with city and community representatives at least three times to refine schematic concepts into an approved signage and wayfinding plan. The team members will familiarize themselves with the city's current signage, multimodal transportation pathways, and main entrance routes into the historic downtown, 2. Brand Identification will be incorporated in signage types including gateway entry signs, wayfinding /directional signs, information kiosks, and so forth. 3. The plan for downtown divided the area into 13 distinct neighborhoods based on existing parks, which can be easily navigated by the pedestrian outdoors or indoors through the use of the skyway system. Unique features of the signage include color codes for each area, specialty listings for tourist destinations, and distance listing on each sign. The signs were designed with wrought iron to blend with the history and culture of St. Paul.
