Consider Public Safety - City Hall - Utilities Construction Bids
On July 8, 2002, the City Council is scheduled to consider and award most of the bid packages
for the Public Safety-City HaH-Utilities construction project. The bidding of this project was
complicated and additional work was required to separate out various parts of the project so
that everyone is funding its fair share. By this I mean things like the Site work, parking lot
improvements, and the cost for the shared basement under the Utilities facility needed to be
prorated out to either the Public Safety project, the Utilities project, Or the City Hall project.
This is because the Public Safety project has a separate budget financed by a lease purchase
bond; the City Hall part of the project is financed with reserves; and ithe Utilities are funding
their own project through city issued lease purchase bond.
As discussed at the June 24, 2002, meeting, the bids that were received were very good. The
positive bidding environment, which was expected, was taken into consideration as the
construction budget estimate evolved based on what everyone was r~questing. The City Hall
part of the project increased since its original concept mainly because of the basement space
that the city will "own" underneath the Utilities building and because digital controls were
added to replace our existing system. A new roof was also incorporated into the project which
was not part of the original concept. If all goes according to projections, funding for the City
Hall construction project will be available by the end of 2004. The construction project is
scheduled to end in late spring/early summer 2004 so some internal loans will be required
until the end of the calendar year.
The one item with this City Hall project that still needs to be decided is the roof (metal vs.
shingles). Staff is recommending the metal roof based on the life of the metal roof, the price
difference ($59,372 vs. $34,000), and the appearance. Once the Council decides this issue on
Monday, then this bid will come back to the Council on July 15, 2002.
At the June 24, 2002, meeting the City Council discussed various parts of the Public Safety
project that needed to be scaled back or removed in order to have the project come in on
budget. The geothermal system remains in this construction project, iThe most difficult part of
the project to remove is the upstairs shell area to accommodate futule growth of the
department. Attached is a memo from Gary Tushie and a list of the lhanges that are
recommended in order to bring this construction project in on budget. A lot of what is on this
list as cuts will need to be funded at some time in the future - most likely through the annual
budget process. Also, please note that the six additional garage stalls have been added as this
garage space continues to be a very high priority and the floor covering in the fire garage is
included.
Finance Director Lori Johnson has been working with the city financial consultant, Ehlers and
Associates, Inc., on the lease purchase bonds for the Public Safety p~oject. As discussed in
January, the reason why only $7 million dollars is available for the prbject when the lease
purchase amount is $8 million has to do with the reserve requireme~. Ms. Johnson and
representatives from Ehlers and Associates will be at the City Council meeting to discuss the
possibility of reducing the reserve requirement by way of insuring th9 bonds. If this happens,
additional monies will be available for the construction project; however, if the city decides to
pursue the insurance approach there is a timing issue that we must aOdress. This timing issue
is that a final decision on the insurance approach will not be made b~f the bonding companies
until near the end of July and the bids must be awarded in early July. iAccordingly, many of the
items changed at this time for awarding the bids on July 8, 2002, ma~ come back into the
project if the insurance approach is pursued and the city is successfu! in using this approach.
At this time we are optimistic that the reserve requirement will change and that more than
$7 million dollars will be available for the Public Safety Facility. AccOrdingly, the upstairs part
of the project is scheduled to be awarded; however, if additional moues are not available, then
this upstairs component would need to be removed by way of a char~ge order. We will get less
value by removing this upstairs area later, but it is practically impossible to remove the upstairs
area now and then add it back later because of its impact on other pt rts of the building.

Construction Company will be in attendance to present the bids and the recommendations for
awarding the bids.
Recommendation
It is recommended that the City Council approve the bid packages aa submitted by Kraus
Anderson Construction Company for the Public Safety Facility and fbr the City Hall and
Public Utilities projects.
It is recommended that the City Council authorize the metal roof fo~ the City Hall project.
