Purchase of Chassis for Fire
Department Tanker
The Elk River Fire Department is requesting Council approval for the
purchase of a new tanker chassis. This new truck chassis will replace the
current Tanker 2's 1971 Ford L-900 chassis. The current chassis was
purchased used approximately 15 years ago and has a high amount of miles.
I have discussed this purchase with both City Administrator Pat Klaers and
Assistant City Administrator Lori Johnson during our 1999 budget meetings.
After preliminary discussions with numerous chassis manufacturers, and
after discussing the State of Minnesota Contract Bid Purchasing Program
with Assistant City Administrator Lori Johnson, I decided to pursue the
State of Minnesota Purchasing Program. The state purchasing bid was
awarded to Boyer Ford of St. Paul for the Sterling Ford truck. I have met
with and given the tanker specifications from the Elk River Fire Department
to Daryl Anderson, the representative from Boyer Ford who manages the
State of Minnesota bid program. Boyer Ford has reviewed all the chassis
specifications and has submitted the following quotation to the City of Elk
River.
· i heavy duty tandem axle 1999 Sterling diesel truck with freight
and all options - $62,665.00 (includes trade in)
The City of Elk River will not be required to pay sales tax on this purchase
because it is for an emergency vehicle, which is exempt from state sales tax.
I have reviewed the bid specifications with the Fire Department membership
and they are in concurrence with the quotation on the new tanker chassis.
Therefore, I am requesting approval from the Council for the purchase of a
new Sterling tanker chassis from Boyer Ford. The expected delivery date for
the new tanker chassis is approximately April 1999.

The funding for this purchase will be from 1999 equipment reserves. As part
of the 1999 Fire Department budget, $75,000 was included to accomplish our
goal of purchasing the new chassis and removing and remounting the
existing 3,000 gallon tank. The following is a breakdown of the costs:
· New chassis $62,665
· Remove old tank, paint & remount on new chassis $ 7,000
· Lettering $ 750
· Light bar $ 950
· Radio $ 750
TOTAL $ 72,115
The resource for this equipment reserves purchase is from funding through
the Elk River Utihties. The truck chassis will be paid for only upon dehvery.
There will not be any down payment required for this purchase. The City of
Elk River has on file the State of Minnesota sohcitation bid number in
reference to this purchase. If any Council member has any questions prior to
the Council meeting, please call me at the Fire Department at 441-4919. I
will be present at the 10/26 meeting to discuss this truck purchase.
