Request for Opticom systems
The police department is requesting approval to purchase Opticom units for
twelve patrol vehicles. These would be the latest version of infrared emitters
available from 3M through the Rennix Corporation. Rennix is the same company
our fire department has been using to install the devices on the city fire trucks.
If we purchase twelve units now, we can outfit all primary patrol vehicles
including the unmarked used by the night patrol sergeant. This would allow us to
outfit the two unmarked vehicles used by the school liaison officers as well.
These two officers respond to calls during the daytime and during summer
months are used even more frequently for patrol service.
We would still have three additional vehicles to equip which would be done next
year. These vehicles are used less frequently for emergency response.
The unit we are recommending is the Opticom Priority System model 492H. This
unit is priced as $750.00. The older unit, model 292H is priced as $695.00 but
requires a remote power supply. (supplied) The newer model is self contained
and much easier to install. We will actually save money in buying the new model,
as installation costs will be much lower. The cost to install the old model is
$300.00; the new ones can be installed for $200.00. This is a savings of $45.00
per car.
Total costs:
12 - 492H High Priority Emitters @ $750.00 = $9,000.00
12 - Installation costs, 12 cars @ $200.00 = $2,400.00
Total = $ 11,400.00
The new emitters became available October is. Installation could begin as soon
as they arrive.

Infrared Emitter Model 492
Description
The 3MTM OpticomTM Priority Control System Model
492 Emitter is a compact, lightweight, weather
resistant encoded signal device intended for use
on priority vehicles. The emitter is comprised of
a flash-tube/reflector and housing assembly with an
integral power supply and the required cables. The
emitter converts 12 Volt DC vehicle battery power
to the high voltage required for operation of the unit.
Accessory switch devices are also available.
The encoded signal pattern (comprised of the
individual vehicle class code) generated by the
emitter is established prior to ordering the emitter
and is specified at the time of procurement.
Vehicle class selection is customized during the
manufacturing process.
The emitter generates precisely timed pulses of high
intensity light in the infrared and visible wavelengths
at the base flash rate of approximately 10 or 14 Hz.
It also interleaves programmed encoded pulses that
carry the vehicle class information. These energy
pulses are sensed and processed by other Opticom
system components to cause activation of the system.
