Staff Present: Recreation Manager,Steve Benoit, Park Planner Chris Leeseberg, and
Recitation Coordinator, Tonya Love
I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider 10/09/2013 Agenda
Moved by Commissioner Sagan and seconded by Commissioner Holmgren to
approve the October 9, 2013, agenda. Motion carried 6-0.
3. Consider Minutes
Moved by Commissioner Ahlness and seconded by Commissioner Sagan to
approve the following September 10, 2013 Parks and Recreation Commission
Work Session Minutes. Motion carried 6-0.
Moved by Commissioner Niziolek and seconded by Commissioner Sagan to
approve the following September 11, 2013 Parks and Recreation Commission
Minutes. Motion carried 6-0.
4. Open Forum
None
5. Park/Program Highlight
Mr. Benoit introduced Kirsten Gill and Michelle Langley who presented a slideshow
from their Community Bible Camp event they held at Lions Park
Mr. Benoit presented a slideshow highlighting Senior Center Month activities and the
14h Annual Spooktacular event.

6.1 Bailey Point Nature Preserve Memorial Donation
Mr. Leeseberg presented his staff report.
Lynn Caswell with the Elk River Rotary shared that this project has significant
meaning for both the family and Rotary and want the benches and platform to be in
a durable location to enjoy the confluence of the two rivets.
6.2 Moulton Farm Property Update
Mr. Leeseberg presented his staff report.
Commissioner Niziolek questioned the property line near the dam.
Mr. Leeseberg stated that the property lines would be clarified with Sherbume
County.
6.3 Deer Population Issue in Parks
Commissioner Anderson discussed issue of having a high deer population in
Woodland Trails Park and that any new trees planted have to have deer enclosures to
protect them and what measures can be taken to control the deer population.
Commissioner Sagan shared two ideas,fast, planting grass that deer do not like and
second to look into allowing bow hunting.
Commissioner Niziolek shared that there should be a Citywide approach to establish
a program to manage the deer population.
7.1 Parks Improvement Fund
Mr. Benoit presented his staff report.
Commissioner Anderson stated he appreciated the opportunity for the Parks and
Recreation Commission to be involved.
Moved by Commissioner Sagan and seconded by Commissioner Holmgren to
recommend to City Council to accept staff recommendations Park
Improvement Fund projects for 2014, including the Oak Knoll football field
lights. Motion carried 6-0.
7.2 Great Northern Trail Letter of Support
Mr. Leeseberg presented his staff report.

Mayor Dietz shared that the County Commission is working to help extend the
Great Northern Trail.
Moved by Commissioner Niziolek and seconded by Commissioner
Kallemeyn to recommend to City Council to accept staff recommendation to
approve a letter of support for the Great Northern Trail to be extended from
the Elk River city line. Motion carried 6-0.
8. Parks and Recreation Director Report
Mr. Leeseberg presented his staff report.
9. Division Manager's Reports
Mr. Benoit presented his staff report.
Mayor Dietz requested an update regarding the Volunteer Program at a future
commission meeting.
10. Announcements
Commissioner Anderson shared an update regarding Hockey Day Minnesota and
preparations that are happening.
Mayor Dietz and Chris Leeseberg spoke about the loss of employee Case Hayward.
II. Adjournment
There being no further business, Chair Anderson adjourned the meeting of the Elk
River Parks and Recreation Commission at 7:33 p.m.
