Staff is recommending that the Parks and Recreation Commission reconsider the action taken at the
November 13, 2013 Commission meeting to accept a park fenced in playground donation from the
Windsor 3`d Edition Home Owners Association.
By motion, staff is currently recommending for the Parks and Recreation Commission to not accept the
donation of a new park or playground at this time.
Background/Discussion
At the November 13, 2013 Parks and Recreation Commission meeting it was presented by Mr. Felska of
the Windsor III Homeowners Association (HOA) that the HOA would like to donate the playground
area at Windsor III to the City. The HOA wants to donate their private playground because it receives
usage from surrounding residents and the cost of maintenance continues to increase.
Staff did present at the November meeting the annual maintenance costs of the entire park that was
originally proposed. A breakdown of these annual maintenance costs including the upfront costs if the
City were to acquire the property is outlined below. The Commission then discussed that donating only
the playground should change the financial numbers. After further review by staff since the November
meeting, staff estimates that the costs really do not decrease. In fact the condition of the basketball court
requires a complete renovation with estimated costs of up to $43,000.
A new city staff standard that has been brought to my attention since this property was discussed is for
the city to not accept property or a road if its condition is in disrepair. This means for example, that the
basketball court surface should be in decent shape with no cracks. This policy will save taxpayers money.
Staff is not recommending accepting this donation because of the court's poor condition and the capital
costs involved. Also,parks maintenance staff have since inspected the irrigation system and found that it
is all connected between the park and playground areas. It will be difficult for the city to maintain an
irrigation system that it does not fully control. A presentation on the condition of the Windsor III
playground and court will be made at the January 8 Commission meeting.
It was also discussed at the December Parks and Recreation Commission meeting that any park
improvement requests, donations or acquisitions from organizations or individuals should be placed on
hold until the Parks and Recreation Master Plan is completed later this year.

Currently in the 2014 budget, no monies have been earmarked for this project and the staffing level in
the parks maintenance department is limited. If the Commission still has the desire to acquire this
property, staff recommends that changes to the priorities in the park improvement fund should be
discussed. City Council will want to know how the Commission recommends the city fund this
donation- both capital costs and annual maintenance costs.
