GRANT AGREEMENT
We have received tinal authorization ibr our overtime grant requested tbr Minnesota
COPS '99 funding.
We had originally asked for $40,000.00 (forty thousand dollars), but unfortunately we
were only able to receive a $12,000.00 (twelve thousand dollars) grant. There was a
significant mount of requests for ~rant funding, so the committee attempted to fund
every qualified project at some level. -

INFORMATION
Dear Chief Thomas Zerwas,
I am writing to inform you that you have been awarded a grant uncL~r the 1998 portion of the 1997
Omnibus Crime Bill - Community Oriented Policing Orant for Overtime. The amount you have been
awanled is $12,000.00.
Thc total amount available under this grant for FY 1999 was $1,102,000. This fiscal year (FY99) the
Department of Public Safety received 79 requests for funding, totaling over $2.5 million. Of thc 79
requests three (3) a~plicants were fimded at or near the requested level, 73 were funded at a lower level
than requested and 3 applicants did not receive any funding. The lack of available resources made if
impossible to fund every project, however the committee attempted to fund every qualified project at
some level.
In determining which projects, out oftbe many q, alified projects, would receive what amount of funding,
the committee used the following criteria:
(1) Financial need;
(2) Description of need;
(3) Description and quality of proposed program;
(4) ff applicant received a previous grant, how well the applicant reported during
the period of that contract;
I have included in this letter some basic information:
*The grants will be disbursed on a quarterly reimbursement basis.
*You may request an advance of up to 25% of the grant amount.
*There will be quarterly reporting requirements. The quarterly reports and invoices will be due
by the 10th day of the month following the end of the quarter.
If the grant award is different fi'om the amount requested, you will need to submit a revised budget for
the amount of the award. Please submit this revised budget by Monday, October 5, 1998. Detailed
instructions on important areas of this grant are attached.
Over the next few weeks I will be preparing the contracts. Once this task is complete, the contract will
be sent to you for signatu~ and resolutions. After ali signatures have been received, the contract can b~'
executed. At that time requests for advances will be processed.

Re: 99 COPS Grants
Dear Chief Thomas Zerwas:
Enclosed you will find three copies of the State of Minnesota's 1999 COPS
Overtime Agreement. These three copies must be signed where indicated by
the individual(s) authorized to execute the agreement. You must also obtain
a resolution from your governing body authorizing the Elk River Police
Department to enter into a grant agreement with the State of Minnesota. The
resolution must indicate whO is authorized to sign the Grant Agreement.
Please ensure that the exact individual(s) authorized in the resolution are the
same individual(s) that actually sign the agreement.
After the appropriate signatures are obtained and the resolution adopted,
please return all three agreements and a certified copy of the resolution to the
address indicated in the Grant Agreement. At this point the state will execute
the final Grant Agreement.

RESOLUTION 98-
RESOLUTION AUTHORIZING THE ELK RIVER POLICE
DEPARTMENT TO ENTER INTO A GRANT AGREEMENT WITH THE
STATE OF MINNESOTA
WHEREAS,
the Elk River Police Department is authorized to enter
into a cooperative agreement with the State of Minnesota,
Department of Public Safety; and
WHEREAS,
the cooperative agreement is entitled the State of Minnesota,
Department of Public Safety FY 99 Cops Overtime Grant
Agreement.
NOW, THEREFORE, BE IT RESOLVED that Chief Thomas Zerwas is
hereby authorized to execute such agreement and
amendments as are necessary and to implement the project on
behalf of the Elk River Police Department and to be the fiscal
agent and administrator of the grant.
Passed and adopted by the City Council of the City of Elk River, this 9th day
of November, 1998.
