1. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River City Council
was called to order at 5:30 p.m. by Chair Tveite.
2. Consider 10/21/2013 Agenda
Moved by Commissioner Motin and seconded by Commissioner Dwyer to
approve the October 21, 2013, agenda. Motion carried 6-0.
3. Consider Consent Agenda
Moved by Commissioner Westgaard and seconded by Commissioner Wilson
to approve the following consent agenda:
3.1 September 16, 2013, EDA Minutes.
3.2 Check Register.
3.3 Balance Sheet.
3.4 Revenue/Expenditure Report.
Motion carried 6-0.
4. Open Forum
No one appeared for Open Forum.
5.1 Public Hearings
There were no public hearings.

6.1 EDA Independence Day Photo Contest Winners
Mr.Beeman presented the staff report. He introduced Jay Grammond, representing
the Sandhill Photography Club,who provided a short PowerPoint presentation
about the photo contest and its winners.Jim Boyle, representing the Star News,
awarded one of the photo contest winners, TracyDunne,with$50 in Chamber
Bucks, along with her award-winning image in a matted frame. The other contest
winner,Don Deckert,was unable to attend the presentation.
7.1 Project Updates
Mr. Beeman presented the staff report for the following items:
• Professional Service Bureau (PSB)
• Minnesota Manufacturing Week
• Alliance Machine
• Preferred Powder Coating (PPC)
• Orluck Industries
• The Bank of Elk River— Business Subsidy Job Goals
• Forgivable Loan
• MNCAR Expo
• Realtors Day
• Ethanol Technology
Chairman Tveite commented on the importance of promoting Minnesota
Manufacturers Week and how manufacturing is a main target of the Authority.
Commissioner Wilson commented on the Alliance Machine ribbon-cutting
ceremony earlier in the day, and the positive, complimentary comments stated by
owner Brian Provo of the city and staff in assisting in a successful expansion of the
business.
8. Adjournment
There being no further business, Chair Tveite adjourned the meeting of the Elk
River Economic Development Authority at 5:45 p.m.
