Management would like to post and fill the Water Superintendent position to job shadow. The preference would be to post the position internally, promote, then backfill in 2014 after the retirement date. ACTION REQUESTED: • Commission approval for the early posting and hiring of a Water Superintendent successor. ATTACHMENTS: • Water Superintendent Position Description ie, Pagelofl POwteto 111 Reliable Public ATURE Power Provider POWERED To SERVE 78 Elk River Water Superintendent Municipal Utilities Position Description Department: Immediate Supervisor: Water General Manager Pay Group: Management FLSA Status: Last Updated: Pay Grade: 7 Exempt 10/25/2013 Positions Supervised: Lead Water Operator, Water Operator Position Summary Responsible for the overall supervision and direction of the Water Department including operation, production, distribution, maintenance, and record keeping. Essential Functions 1. Responsible for the overall operation, production, and maintenance of the water distribution system. A. Oversee day-to-day operation of the water production and distribution system to ensure safety and reliability. B. Oversee maintenance of infrastructure such as utility buildings, water towers, wells, booster stations, valves, hydrants, and water mains. C. Oversee the coordination of work with developers, contractors, and customers. D. Assist with the planning of projects and development of bidding documentation. E. Monitor SCADA to ensure wells and water towers are operating efficiently. 2. Oversee inventory for the department. A. Oversee the department's inventory integrity. B. Oversee purchasing for the department and provide information to ensure proper materials and equipment are stocked. 3. Performs other responsibilities of the Water Department. A. Supervise department staff. B. Identify, prioritize projects. Provide work direction for department staff. C. Ensure a productive and safe working environment. D. Develop and communicate short and long-term department goals. E. Assist in the development of the annual budget for the department. F. Prepare information for management analysis and make presentations to the Commission on department related topics. G. Maintain and archive department records as required. H. Prepare and submit reports as required for department related regulations. I. Research and recommend the implementation of new industry practices, equipment, and materials. 4. Required Knowledge, Skills, and Abilities • Knowledge of water distribution systems. • Knowledge of water towers and wells. • Knowledge of water standards and regulations. • Ability to climb water towers with no fear of heights. • Ability to make decisions within policy and position parameters. • Ability to manage projects and meet deadlines. • Ability to effectively interact and communicate with other supervisors, staff and customers in a professional, courteous and efficient matter. • Ability to communicate effectively, both orally and in writing. • Ability to effectively supervise and provide work direction. • Ability to infrequently lift 50 lbs. Minimum Qualifications • High school degree or equivalent. • 4 year college or equivalent experience. • Water/Wastewater Operator training or equivalent experience. • Possess a valid Minnesota driver's license with the ability to obtain and maintain a Minnesota Class A license within one year. • Possess and maintain a Minnesota Department of Health Class B Water License. • Possess and maintain a Minnesota Department of Health Class D Wastewater License. Preferred Qualifications • 5 years related utility and supervisory experience. This Position Description is not intended to be all-inclusive.
