Box 490 Elk River, MN 55330-0490 RE: ZANE AVENUE IMPROVEMENTS Dear Council Members: We have tabulated the bids opened Thursday, June 27, 2002, for the Zane Avenue Improvements. A total of four bids were received. The following list provides the name of each bidder and their total bid. Attached is a bid tabulation. S.R. Weidema, Inc. Forest Lake W.B. Miller, Inc. Northdale Construction $302,308.40 $336,751.75 $38O,536.35 $424,562.61 The Feasibility Study estimated the construction cost at $315,300. The Iow bid submitted by S.R. Weidema, Inc. was under the feasibility estimate by approximately five (5) percent. Previously, S. R. Weidema has successfully completed projects in the City of Elk River, including Eastern Area Phase I. We would recommend award of this contract to S. R. Weidema in the amount of $302,308.40. Attached is a resolution for the City Council's consideration, which awards the bid to S. R. Weidema, Inc. Weidema, Inc., is the lowest responsible bidder; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: The Mayor and City Administrator are authorized and directed to execute, on behalf of the City, such contract with S.R. Weidema, Inc.~ as is approved by the City Attorney, for the completion of the Zane Avenue Improvements according to the approved plans and specifications designed by City Council Resolution. The City Administrator is authorized and directed to forthwith return to all bidders the deposits made with their bids upon execution of the contract specified above. July 2, 2002 File: 815640J-0030 The Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330-5600 RE: ZANE AVENUE ASSESSMENTS Dear Council Members: Now that we have received bids for the Zane Avenue Improvements, it would be appropriate to schedule the assessment hearing for the assessment of the lateral sanitary sewer and watermain. As you are aware, the bids were very close to the feasibility estimates; therefore, we are suggesting to proceed to the assessment hearing with the dollar amounts proposed in the feasibility study. Attached is a resolution for the City Council's consideration that would determine the cost to be assessed and order the preparation of the assessment roll. We would suggest that Monday, August 12, 2002, be the date of the assessment hearing. As you are aware from the public hearing, there are only four properties involved with this project. If you any questions regarding the assessment of this project, I will be in attendance at your July 8, 2002, City Council meeting. Sincerely, Howard R. Green Company TJM:mw Enclosure Ltr-O70202-Council[1]Ltr-O70202-Council[1] 1326 Energy Park Drive · St. Paul, MN 55108 · 651/644-4389 fax 651/644-9446 toll free 888/368-4389 RESOLUTION 02- A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION DETERMINING ASSESSED COST OF IMPROVEMENT AND ORDERING PREPARATION OF PROPOSED ASSESSMENT ROLL IN THE MATTER OF ZANE AVENUE IMPROVEMENTS OF 2002 WHEREAS costs have been determined for the Zane Avenue Improvements consisting of a contract price of $315,300, and expenses incurred or to be incurred by the City in the making of the improvement in the amount of $119,000, for a total cost of the improvement of $434,300. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: Based upon the City Assessment Policies, it is determined that the portion of this improvement to be paid by the City and not assessed to benefited properties is $156,600. The portion of the cost to be assessed against benefited properties pursuant to the Elk River City Assessment Policies shall be $277,700. The assessments shall be payable in equal annual installments and shall extend over a period of five (5) years, the first of the installments to be payable on or before the first Monday in January, 2003, with interest at the rate of % per annum from the date of the adoption of the assessment resolution. The City Administrator with the assistance of the Project Engineer shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece, or parcel of land, without regard to cash valuation, as provided by law, and shall have available at the City Administrator's office a copy of the proposed assessment roll for public inspection. Upon completion of the proposed assessment roll, the City Administrator shall notify the Council and schedule a public hearing upon the proposed assessment, causing notice of the hearing by publication and mail to be made at least two weeks prior to the hearing.
