SUBJECT: CBD Visioning Update
Overview
On September 24, 1998, the City of Elk River and the Housing and
Redevelopment Authority began a Central Business District Visioning
Process. The consultant, Theresa Washburn, an informational meeting to
generate interest and a commitment to the process.
On October 23, 1998, an all day visioning retreat consisting of residents,
business interests and Staff was held for the following purpose:
· Identify the CBD boundaries, edges and links.
· Identify the groups and/or organizations that should be involved.
· Identify the envisioned types of business, services, housing, etc. in the
CBD
· Identify what types of promotions and marketing should be carried out in
this CBD.
· Identify what types of design elements, spaces, and buildings should exist
in the CBD.
In mid January, 1998, Theresa Washburn will conduct an additional large
group meeting for the following purpose:
· To develop specific strategies
· Assign responsible parties to accomplish strategies
· Identify timetable for completing strategies
· Move into a physical design phase.
Actual projects or activities are expected to come from these efforts.

The all day retreat on October 23, 1998 was a viewed as a success with a
great turnout and enthusiasm. The meeting was well attended by business
interests and residents. Participants identified boundaries, links, businesses,
etc. for the CBD areas. The participants broke up into small work groups
representing;
Public Improvements
Private Improvements
· Economic Development/Business
· Activities/Events
The working groups focused on identifying projects big or small that could be
quickly implemented, such as developing redevelopment criteria, tree
planting, research old photos or create a decoration theme for Christmas. In
December an interim meeting will be held to further identify projects and to
begin to strategize and prepare for Ms. Washburn's return in January.
