AUTHORIZATION TO PURCHASE POLICE VEHICLES
As per council action on the 1999 budget requests, I have received quotes for the purchase of two
(2) full size 1999 police vehicles. I have also received quotes for the purchase ora used 1998
Ford Taurus with 16,000 (sixteen thousand) miles on it and a 1998 Chevrolet Lumina with 10,000
(ten thousand) miles on it.
Elk River Ford submitted a quote for a 1999 Ford Crown Victoria at a price of $20,878.00
(twenty thousand, eight hundred and seventy-eight dollars). Saxon Motors was unable to provide
a quote as General Motors does not make full size police vehicles any longer.
I received the bid information from Hennepin County Purchasing, which we are a mem?~r of, and
their price was $20,665.00 (twenty thousand, six hundred and sixty-five dollars). This is
approximately $220 (two hundred, twenty dollars) less than the Elk River Ford .quotes. As in
me past, I recommend that we purchase the 1999 police vehicles from Elk Ri~er Ford at
the above quoted price.
As for the 1998 Ford Tams, we received a quote of $13,900.00 (thirteen thousand, nine
hundred dollars) from Elk River Ford. We also received a quote from Saxon Motors for
the purchase of a used 1998 Chevrolet Lumina for $14,295.00 (fourteen thousand, two
hundred and ninety-five dollars). We, therefore, recommend the purchase of the 1998
Ford TaUrUS from Elk River Ford at the quoted price of $13,900.00.

SUBJECT: Authorization to Purchase Police
Vehicles
Police vehicles generated a great deal of discussion at the City Council
budget worksession in August. The department requested a sergeant's
vehicle, two police vehicles, and the replacement of the investigator's vehicle.
Since that meeting, an accident involving a police vehicle happened and it
was determined that the replacement of this damaged vehicle would take the
place of one of the vehicle requests for 1999. Accordingly, the 1999 Police
budget calls for two new vehicles and the replacement of the investigator
vehicle.
The City Council directed staff to pursue a used investigator vehicle. This
investigator vehicle is planned to be financed out of the equipment reserves.
As the money is already in the reserve fund, there is no important reason
why this purchase needs to wait until 1999, and staff has no problem with
removing this request from the 1999 budget and completing the transaction
in 1998. If the funding source for the investigator vehicle was the general
fund or equipment certificates, then the situation would be different.
If the Council awards the quote for the investigator vehicle, we will complete
this purchase in 1998 and remove this request from the 1999 budget.
