PRSR AGENDA 04-09-2003 ��i Elk River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherson,D rector of Planning DATE: April 9, 2003 SUBJECT: Master Park Plan Discussion, Continued Please arrive at City Hall at 5:00 p.m. on April 9, 2003 to continue our discussion regarding the Master Park Plan. We will meet in Conference Room A. Please plan to bring a sandwich, as due to budget cuts,we can no longer provide a pre-meeting meal. Attachments • Draft Park System Mission - Goals and Objectives (yellow) • 1997 Inventory and Analysis -Pages 7, 8, 9, 10 and 11 (blue) • 1997 Demographic Analysis -Pages 84- 90 (pink) • 2002 Demographic Analysis (green) • 2000 Future Park Property Matrix (white) • Draft Land Use Plan (salmon) • Master Park Map with Future Acquisition Parcels Identified There is a lot of material to be reviewed in order to continue our discussion of the Master Park Plan. In addition to the above materials, staff is currently researching park provision standards (i.e.,if you are a community of a certain population, how many athletic fields, neighborhood parks, etc. should you provide for your population). This information will be provided at the meeting for reference. I would like to focus on the following task during our April 9`h meeting: 1. Review the park classification and recreation standards that were considered for the 1997 plan,pages 85 - 89 of the 1997 Demographic Analysis. Are these standards and assumptions still valid? 2. Review the parcels of land identified and prioritized in 2000 as future properties desirable for the expansion of the City's park system. In order to focus staff and Park and Recreation Commission Master Park Plan Discussion April 9,2003 Page 2 Commission energy on appropriate land acquisition,we cannot be pursuing 15 parcels of land. A focused approach on those parcels we "cannot live without" will help leverage our funds appropriately. 3. If time allows I would like to have a policy discussion regarding what types of opportunities could warrant the recommendation of waiving park dedication fees or park dedication requirements. This discussion is specifically related to residential development. If you have questions regarding any of the attachments prior to the meeting, please do not hesitate to contact me.
