River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherson,>Director of Planning DATE: May 14, 2003 SUBJECT: Continued Discussion of Master Park Plan Attachments • Draft Park Plan Goals and Objectives • Future Park Property Matrix • Service Radius Analysis of Neighborhood Parks As we continue to discuss the Master Park Plan,the three tasks for Wednesday's meeting will be to be complete the following: 1. Review the final draft of the Goals and Objectives,which include Commissioner Paige's comments discussed at the April 9th meeting. 2. Review the future park property matrix and identify those parcels with the highest priorities for acquisition. Staff's goal is to end up with no more than six parcels for acquisition. 3. Review the map illustrating the neighborhood park service area coverage. The park system is one of the "building blocks" of the future Elk River. The cornerstone of the building that will be the future Elk River is the Vision. The park system mission, goals, and objectives must support and contribute to the Vision. The Vision Statement provides a broad and enduring view of Elk River. The vision for the future of Elk River consists of several themes: Maintain a distinct identity for Elk River. • Elk River will keep an identity and character all its own. • Natural, cultural and historical resources of the community are essential ingredients of Elk River's identity • Elk River seeks to grow in a manner that preserves the qualities of its "small town" heritage. Create and maintain strong neighborhoods. • Neighborhoods are the basic building blocks of Elk River and shape our views and attitudes about the community. • Residential development is judged on both aesthetics and function. Keep Elk River a "safe" place. • Elk River is a place where people feel comfortable and secure. • Traffic safety is an important factor in all aspects of community development. • A system of streets, sidewalks and trails allow safe and convenient movement throughout the city. • Municipal services (police, fire, water treatment) create both the perception and reality of safety. Preserve and maintain the environment. • Elk River seeks to promote clean air and water in the management of development and the delivery of municipal services. ~�Building the Future 1 _ The Comprehensive Plan for Elk Rker .....„, Draft—May 2003 Park Master Plan • Development must be served by well-maintained and reliable infrastructure. • Development seeks to incorporate and blend the built environment with the natural environment. • Rural,undeveloped areas are part of the Elk River environment. • As Energy City, Elk River seeks to promote sustainable and energy efficient forms of development. Make Elk River a complete place. • Community and economic development policies will seek to attract employment opportunities and goods and services needed by the community. • The expansion of local employment creates more opportunities for people to live and work in Elk River. • Planning and decision-making must recognize that the population of Elk River is not a single commodity. Differences in age, economic status and ethnicity must be considered in planning for future development, facilities and services. • Recreational and cultural opportunities are important elements of a complete place. • A quality education system attracts and keeps people in Elk River. Work to achieve the vision. • Everyone shares responsibility for achieving the vision. It is not the sole responsibility of city government. • The City will seek collaborative efforts with other partners with who have shared interests to achieve this vision. Park System Mission In order to guide park system development, the City has adopted the following mission statement for the Park System: The Elk River Park System will serve all residents by providing a variety of parks, trails and facilities that preserve unique properties, where possible, and that are well connected to neighborhoods,places of work, and commerce. Goals and Objectives Measurable goals and objectives will guide the City in the development, maintenance, and operation of the Park System. Residents will be able to \ Building the Future 2 )The Comprehensive Plan for Elk River Draft—May 2003 Park Master Plan evaluate the progress of the City in the implementation of the Master Park System Plan by reviewing the following goals and objectives: Provide and maintain park, trail and recreational facilities that meet residents' needs within the community. Objectives: • Create and maintain a park system that provides a variety of recreational opportunities: traditional (i.e. neighborhood, community athletic, and regional) and non-traditional (i.e. mountain biking, skiing, dog parks) with both active and passive recreational activities. • Create and maintain facilities that support a variety of recreational opportunities for residents of all ages and abilities. • Create and maintain a trail system that allows for safe pedestrian movements throughout the City and provides access to parks and other open spaces for residents of all ages. • Maintain and improve the city's existing public recreation facilities. • Require developers of new areas to either dedicate public open space or make a cash payment in lieu of dedication to the City's Park Fund. • Establish and maintain a Capital Improvements Budget for development and replacement of trails and facilities and plans for the acquisition of land that is significant to the park system. Review the Budget annually to determine the priority of expenditures based on community need. Preserve, enhance and protect environmental resources and natural ecosystems, such as forests, native plant communities, wetlands,water bodies and their shorelines. Objectives: • Preserve natural areas through land acquisition, density transfers, or land dedication, and on private land, through conservation/preservation easements. • Research and implement alternative management techniques where appropriate on public lands. \ Building the Future 3 „ ,The Comprehensive Plan for Elk River Draft—May 2003 Park Master Plan • Restore native plant communities where appropriate on public lands. • Utili7e best management practices for the management of trees and forests on public lands. • Require best management practices for the management of trees, forests, and native ecologic communities throughout the private development process. • Plan recreational opportunities in a way that is compatible with the ecology, geology, historical features, and topography of the parkland. • Identify and implement strategies to protect environmentally sensitive areas. • Enforce local ordinances and conditions of approval for land use requests (subdivisions). Preserve, enhance, and protect the cultural, social, historical and scenic qualities unique to the Community. Objectives: • Reserve through purchase, easement, or dedication, public access to wetlands, waterways, lakeshore, or other natural preservation areas. • Work with other public and private agencies to identify, preserve and protect sites of historical, architectural and cultural significance. • Reserve through purchase, easement, or dedication, sites of cultural, architectural or historical significance. Promote ownership of park development and maintenance through collaboration of the City and volunteers. Objectives: • Develop and maintain a list of opportunities for volunteer work on public lands. • Establish and implement policies for volunteer work on public lands that protect the safety of the volunteers and limits the City's liability. • Create an annual recognition program to acknowledge 'I volunteer hours.
