Plik."*„.City of Elk River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherso ,Director of Planning DATE: May 14, 2003 SUBJECT: Approve Highlands East/West Park Plan Attachments • Section Drawing • Park Concept Per the Commission and Council direction, staff met with neighborhood representatives on Friday,April 18, 2003 to discuss the overall park concept plan for Highlands East/West Parks. Approximately 10 neighbors were in attendance,the majority from east of Auburn Street, and one representing west of Auburn Street. The group walked the west half of the East Park area and the east half of the West Park area to determine the best location for an active play area. It was agreed that the best location for an active play area (playground and full court basketball) is the easterly portion of Highlands West. There is an existing curb opening for a street connection in this area,which can be used to the City's advantage for the creation of a small parking area (2-3 cars). A berm can be created to buffer the adjacent residential home from the playground structure and basketball court. The attached layout indicates the revised park concept plan. Highlands East would have walking trails and native plant community restorations. Staff met with Dave Owen of Earl F.Anderson on Friday,April 25, 2003 to determine the components for the playground area. The playground will include a playground area servicing ages 5-12, a track slide, a tree-shaped climbing structure, and traditional swings. Photos of these elements will be provided at the May meeting. The Commission will be asked to endorse the attached plan and the City Council has asked to review and approve the plan, as well. The Council is concerned with the location of the Highlands East/West Park Plan Approval Park and Recreation Commission May 14,2003 Page 2 playground structure in relation to the overhead power line corridors. If the park plan is approved by the Commission and the City Council,the final playground plan will be presented to the Commission at the June meeting and equipment can be ordered at the end of June. Recommendation Staff recommends that the Park and Recreation Commission endorse the revised Highlands East/West Park plan and recommend that the City Council approve the same.
