River MEMORANDUM TO: Park and Recreatio�� ommission FROM: Michele McPherso , • irector of Planning DATE: May 14, 2003 SUBJECT: Consider Park Dedication for West Oaks Preliminary Plat— Case No. P 03-04 Attachment • Location Map • Park Concept Plan • Preliminary Plat-West Oaks Request The Commission is asked to recommend park dedication for the preliminary plat of West Oaks. Analysis The subject parcel is located west of Waco Street and north of and adjacent to Pinewood Golf Course. The property total 38.15 acres. Of that, 34.17 acres are proposed to be developed with a mix of standard single-family dwellings and attached town townhomes. The remaining 3.68 acres will remain vacant until the property to the north develops. A wetland complex traverses the site approximately at mid-point, east to west. The preliminary plat is comprised of 122 attached townhome units and 15 single family units. As discussed during the March Park and Recreation meeting,the preliminary plat proposes a 2.27-acre park in the southwesterly corner of the plat,providing a buffer between the large lot single family development in Big Lake Township and the proposed West Oaks Development. Of the 2.27 acres, .36 acres is identified at wetland. Memo to Park&Rec Commission/West Oaks May 14,2003 Page 2 Typically,the City requires 10 percent land dedication, 100% cash dedication, or a combination thereof. Ten percent of the area proposed to be developed is 3.45 acres (34.47 acres x 10%). As it is the City's policy to provide no credit for areas within wetlands or easements,the total area eligible for dedication is 1.91 acres (2.27 acres minus .36 acres of wetland). This area is 55% of the possible land dedication. In order to calculate cash dedication for the proposed project, staff calculated the total number of units times the per unit cash dedication requirement (137 x$1,615), for a total of$221,255.00. Subtracting 55% leaves a total cash dedication of$99,551.25. The land proposed to be dedicated is both open and treed. There is a small low but dry area within the center of the park which can be utilized for an active play area. There is adequate space as noted on the attached drawing for a playground structure and an active play area. Recommendation If the Commission finds the proposed park area suitable, staff recommends that the Commission accept the following for park dedication for the preliminary plat of West Oaks: 1. Land dedication of 2.27 acres with.36 acres deducted for wetland area,leaving a total land area eligible for credit at 1.91 acres. 2. Cash dedication in the amount of$99,551.25.
