Analysis
Scott Powell has submitted a preliminary plat for Mississippi Highlands. The subject
property is located at the southeast corner of the intersection of Highway 169 and 171`
Avenue and totals 6.05 acres. The site is the location of the old Houle's gas station and
Embers restaurant.
The current proposal is to subdivide the property into two lots. Lot-1 would be 2.44 acres
and Outlot-A would be 3.61 acres.
Lot-1 will be utilized for a vehicle service station which would include: a filling station, a car
wash, a convenience store and a lube center.
Since the subject parcel is not located within an area-wide community park target, staff is
recommending that the Commission consider park dedication in the form of cash. The
master park plan indicates a future paved trail along 171"Avenue. If it does not fall within
the right-of-way,it should be in the form of a trail easement.
Recommendation
Staff recommends that the Commission recommend cash dedication for 2.44 acres of
commercial land and a 30-foot trail easement along 171"Avenue.
