SUBJECT: Request from ISD #728 Regarding Resurfacing of VandenBerg
Tennis Courts

Staff has been contacted by Laura Brown,working with the ISD #728 tennis team with a
request for the City to enter into a partnership with ISD #728 to resurface the tennis courts
at VandenBerg Middle School. Dr.Jensen, Superintendent, submitted the attached memo
regarding the preliminary cost as well as the pledge of monies from the Elk River Tennis
Association and the District. The Commission should note that there is an error in Dr.
Jensen's memo in that the City has not yet agreed to complete and pay for the project, as the
request before you is to consider completing the project on behalf of the School District
with repayment of half of the project from the District at a later date.
As the Commission is aware,the Capital Improvements Budget was established by the City
Council in February of 2003. We attempted to amend the budget in April of 2003,however,
the Council indicated that we were to live within the $200,000 approved for expenditures
this year.
The Commission is asked to:
1. Consider the request. Ms. Brown will be in attendance to provide additional
information regarding costs and the need for the project.
2. Recommend whether the City Council should consider this request in the 2003
budget or if the project should be delayed one year and included in the 2004 Capital
Improvements budget.

The City has on occasion participated with parent-teacher organizations for the purchase of
playground equipment, but I am unclear as to whether or not an expenditure of this
magnitude has been approved the City in the past.

Re: Refinishing of tennis courts at VandenBerge Middle School
Pat,please accept this letter as indication of Independent School District 728's willingness to accept a
joint agreement with the City of Elk River,the Tennis Association,and District 728 to resurface the
tennis courts at VandenBerge Middle School.
The approximate cost of the project to be completed in the summer of 2003 is$40,000.00. The
Tennis Association has pledged$5,000.00 with the remaining cost to be shared equally between the
City of Elk River and ISD 728. The City has agreed to complete and pay for the project this summer
and bill the School district for one-half of the balance at a later date.
The School District will designate the$17,000-$20,000 in the 2004—2005 Capital Outlay Budget
so as to be able to pay the District's share by January 1, 2005. As you know the district will be
asking the voters to approve a referendum this Fall. If that referendum is successful wqe will commit
to paying the City our share at an earlier date. Thanks for working with us and,as usual, I appreciate
you and the City's support.
