City or Elk River MEMORANDUM TO: Park and Recreation Commission FROM: Michele McPherso&rector of Planning DATE: October 8, 2003 SUBJECT: Discuss 2004 CIP Budget Staff is in the process of assembling the project list for the 2004 CIP Budget to determine final budget numbers and present a finali7lcd list for the Commission to consider over the next several months. Currently,under the Park Development Schedule,the following items were identified to be completed in 2004: 1. Deerfield Hill Park-Additional play equipment 2. Lions Park- Skate park ramps,parking lot expansion, add three additional Frisbee golf holes, overlay existing trails. 3. Meadowvale Heights- Grading/seeding,landscape buffer 4. Ridgewood East Park- Enlarge play structure, add a swingset,replace sand volleyball with full court basketball. 5. Trott Brook Farms - Trail connection, hockey rink 6. Youth Athletic Complex- Spectator bleacher pads, spectator bleacher shelters, playground,parking lot. In addition, staff has identified additional projects: 1. Highlands West Park- Full court basketball 2. Youth Athletic Complex-Concession stand interior Staff requests that the Commission provide a preliminary indication as to whether any, all or none of the above projects should be included in the 2004 CIP Budget. Staff would, however, strongly recommend that the Lions Park Center parking lot expansion be included in the CIP Budget and that it be bid and contracted out for completion. The interior of the YAC concession stand should also be completed in 2004 to make it usable for the upcoming baseball and tournament season.
