Background/Discussion
On December 16, 2013, the Economic Development Authority (FDA) directed staff to complete a state
DEED grant application to help fund Phase II of Natures Edge Business Center, a planned three lot
expansion of Phase I. Staff understands that the EDA expects Phase II to be jobs based,primarily
industrial or business park zoning. The grant is for industrial uses, and expressly prohibits retail uses.
In preparing the application,it is noted that the western 2/3 of the project is guided and zoned for
Highway Businesses,which allows retail uses. The Focused Area Study also identifies the same area as
Destination Retail or Temporary Retail.
With current zoning,the project would only add about 10 acres of industrial development (split in some
fashion by the east/west road),which would likely severely weaken the grant application. The Council
could make the grant application as is, or amend the land use to be more consistent with the EDA's
expectation,and the grant. Alternative grant sources have not yet been identified.
Staff seeks Council direction for a recommendation to initiate the appropriate land use modifications to
add additional industrial/ business park zoned property.
