Background/Discussion
The Streets Division has been operating without a lead position since the fall of 2012. Staff has absorbed
as much of the additional workload as possible but would benefit greatly if the position can be filled as
soon as possible.
The position description to be approved was drafted when the position was established in 2012, however
it was never approved by Council nor filled.
The lead will assume much of the day-to-day work responsibilities currently handled by the streets
superintendent. The additional support of a front-line supervisor will allow the superintendent to focus
on management issues including but not limited to short- and long-term planning,process improvement,
cross training and employee development.
The attached position description was revised to include the minimum requirements of basic computer
experience and a Class A license (or the ability to obtain one within six months of hire).
Pending Council approval, the position vacancy will be posted internally February 4- 7, 2014. Interviews
with qualified applicants will be scheduled the following week.
Financial Impact
The position is fully funded in the approved 2014 budget.

Positions Supervised:
Assists in the supervision of Street Maintenance division and Equipment Services division
employees.
Position Summary
The Lead Street Maintenance Operator assists with the administrative and supervisory needs of the
division. S/he is responsible assists in managing day-to-day operations of maintenance,repair and
construction programs for municipal streets and related facilities. This "working Lead"position is
expected to assist employees in their daily tasks and activities as needed based on project timelines
and staffing levels. Assumes the duties of the Street Superintendent in their absence.
Work involves direction and oversight of employees in the performance of varied repair,
maintenance, and construction activities. Work also involves administrative duties not limited to
maintaining records, schedules,preparing quotes,and reports. Considerable independent judgment
is required to identify work goals, daily tasks, and direct assignments.
The Lead Street Maintenance Operator assists the Street Superintendent with planning,development
and management of operations and maintenance programs to meet expected service levels and the
most efficient means of service to the residents of Elk River.
Essential Functions
1. Assists with supervisory duties.
A. Plans, organizes and supervises the work of personnel involved in the maintenance,
repair, equipment operation and construction activities for all city streets and right-
of-way,including snowplowing, street patching, tree trimming,mowing and street
signage.
B. Provides timely and accurate information to maintenance crews through work orders
and schedules. Maintains work order database to track projects.
C. Advises supervisor and employees about problems,procedures,practices, and
policies.
D. Performs maintenance and labor work as necessary.
E. Responds to after hours emergency calls and assigns personnel accordingly to ensure
a quick response.
F. Ensures compliance with all applicable federal, state,and local policies and
procedures.
G. Performs various skilled maintenance services as needed; oversees the repair and
maintenance of equipment including all small tools,attachments,and vehicles.
H. Responsible to know and enforce safety and other mandated regulations.
I. Performs inspection duties for preventative purposes and quality control pertaining
to streets, utilities, and related facilities.

I. Ensures staff is properly trained in safety protocol, adheres to safety regulations and
follows all safety practices and policies in their work.
J. Coordinates activities with other departments or division supervisors on behalf of
the Superintendent for joint projects or activities.
2. Assists with budgeting and policy administration.
A. Makes recommendations to the Street Superintendent for replacement of
equipment,infrastructure needs, and other maintenance information.
B. Assists the Street Superintendent with development of short- and long-term goals,
annual budgeting, and monitoring of budget and expenditures.
C. With the approval of the Street Superintendent,initiates orders for parts,materials,
and supplies.
D. Assists in the development and interpretation of policies, rules,regulations and
procedures for the department.
E. Assists the Street Superintendent in maintaining and enforcing policies and
procedures of the city.
3. Performs other administrative duties.
A. Directly responsible for organizing, developing, archiving and maintaining all street
division work orders and reports in a timely and organized manner.
B. Brings disciplinary issues with supporting documentation to the attention of the
Street Superintendent in a timely manner.
C. Provides timely, accurate,proactive information to the Street Superintendent
regarding current and ongoing division issues.
D. Handles maintenance activity inquiries and complaints from residents, contractors,
and others in a timely manner to ensure effective service and maintenance of
goodwill.
E. Creates content and provides guidance to the office staff for the Street Division
webpage.
4. Performs other essential job duties.
A. Regular and timely work attendance.
B. Assists superintendent with employee training program.
C. Follows all safety procedures. Participates in safety training. Works in a safe manner
and reports unsafe activity and conditions.
Required Knowledge, Skills, and Abilities
❑ Extensive knowledge of the materials, methods,techniques, tools, and equipment used to
repair,maintain and construct streets,utilities and related facilities.
❑ Thorough knowledge of the operational functions and capabilities of light and heavy
construction and maintenance equipment and control systems.
❑ Thorough knowledge of the occupational hazards involved and the safety precautions
necessary to the safe conduct of work and equipment.
❑ Skilled in the day-to-day supervision and training needs of employees.
❑ Ability to plan and schedule work so as to efficiently and effectively utilize available
resources.
❑ Ability to lift heavy objects,walk and stand for long periods, and to perform strenuous
physical labor under adverse environmental conditions.
❑ Ability to plan, organize, supervise, and coordinate the work of several work crews engaged
in a wide variety of complex maintenance construction and repair activities.
❑ Ability to make decisions recognizing established precedents and practices and to use
resourcefulness and tact in meeting new problems.

❑ Ability to establish and maintain effective working relationships with other employees and
the general public contacted in the course of the work.
❑ Ability to understand, follow and work from a wide variety of maps,plans, blueprints, as-
built drawings and other orders.
❑ Ability to be a positive leader and to motivate and manage personnel in an effective manner.
❑ Ability to organize,update and maintain records of division operations and maintenance
activities.
❑ Ability to proficiently utilize computers for word processing, spreadsheets, email
correspondence, and access management and data reports.
❑ Ability to follow written and oral instructions.
Minimum Qualifications
❑ High School Diploma or GED
❑ Two (2) years of experience at a maintenance operator level II position or equivalent.
❑ Class B Commercial Driver's License with Minnesota driving privileges, and the requirement
to attain a Class A Commercial Driver's License within one year.
❑ Computer proficiency in (Microsoft Office and Excel)
❑ Demonstrated effective written and verbal communication skills.
❑ Subject to 24/7 on call emergency response.
Preferred Qualifications
❑ Additional related experience above the minimum required.
❑ Budgeting experience in local government.
❑ Supervisory experience.
❑ Public Works Certificate or equivalent two-year degree in a related field.
