The dome, which was failing financially as an indoor golf facility,
seemed ideal. After paying $500,000 for the dome, Coonce said, the
federation pumped an additional $250,000 into the building to create
eight volleyball and four basketball courts. It easily is converted into a
facility for indoor soccer and softball and also has been used for events
such as umpiring clinics, which are sponsored by the federation.
"Wonderful space," said Coonce. " . . . It's been used almost daily since
we opened. It's everything we hoped it would be."
Carloads of athletes -- mostly kids being driven by their parents --
started pouring into Spring Lake Park, a community of 7,000 that
straddles the border between Anoka and Ramsey counties.
"We're a very nice little uncontroversial community," said City
Administrator Barbara Nelson. "We like the idea of what's going on in
there."
Maybe just not quite so much of it.
Nelson said that on weekends, when the facility generally is being used
for tournaments, there is too little parking outside, too many people
inside, and too much noise escaping from the dome. There have even
been little conflicts between townspeople and spectators.
"We've had cases of where patrons have been walking through private
property and when the property owners have said something, the patrons
have sworn at them and made obscene gestures," Nelson said.

Coonce doesn't deny there have been a handful of verbal conflicts.
"When somebody barks at you, some people are going to bark back,"
said Coonce. "All we needed was some time to work the kinks out."
But time's running out--fast.
Residents of a townhouse development adjacent to the dome began
complaining to city officials about traffic, noise and parking problems
after the first federation event. City officials responded by sending
inspectors, who found many code violations, including overcrowding
and unsafe fire exits.
The city,Nelson said, quickly moved to write an "amended" use permit.
Coonce said the amendments are complex and financially ruinous.
"We went from having a two-sentence permit into a three-page
dissertation," Coonce said. "They're even telling us how many
employees we have to have there."
The ruinous aspects of the new permit, Coonce said, are the
requirements that new fire-exit doors be installed within 10 days. ("We
can't even get bids in 10 days," Coonce said.) In addition, he said the
federation is being required to provide 150 parking spaces; the current
lot only has room for about 70 cars. And, perhaps most perilous of all,
the amended permit allows a maximum of 300 people inside the dome.
"Unless something changes," Coonce said, "they're effectively shutting
us down," Coonce said.
Coonce said he believes that most of the parking problems have been
solved or are solvable. He also believes that Spring Lake Park has not
had time to realize the benefits that can come from the facility. For
example, he had hoped to work out a deal in which the schools could use
the place on weekdays in exchange for the federation being allowed to
use school parking lots on weekends. He said merchants, too, would
have come to see the benefits.
But it appears the 20th anniversary bash is turning into a bust. If the
federation is forced to sell the property it so joyously bought a few
months ago, the repercussions could be severe.
"This could bankrupt us," he said. "It's so hard to understand. We're
providing a value to the entire state. We're providing a value to Spring
Lake Park, too, but I guess they don't see it that way."

Lino Lakes voters rejected
the largest bond referendum
in the city's history over the
weekend.About 35 percent of
the city's registered voters
showed up for the special
election Saturday, with 2,807
people voting against the$8.6
million plan to improve the
city's parks and recreation
facilities and 551 residents
voting for it.
The majority of the spring
referendum money,or$7 mil-
lion,would have gone toward
a 67-acre outdoor recreation
complex on the southeast
corner of Birch Street and
Centerville Road.
While city officials said
the referendum was crucial
for growing youth rec pro-
grams, opponents argued
that the projects cost too
much given the city's size.

The meeting was called to order at 4:00 p.m. by Don Heinzman. The minutes of the last meeting
on February 28, 2002 were approved as printed.
The Boys&Girls Club: Jesse Peterson of the Boys and Girls Club described the facility and its
uses. Rental of the meeting rooms or gymnasium is set at $20/hr. with a two hour minimum.
There is no public address system at this time, but tables and chairs are included. The facility is
popular for use by groups with children such as hockey banquets etc. The facilities include the
gym, arts & crafts room, education room, multipurpose room, computer lab, kitchen, games
and offices. Senior citizens have begun using the pool tables occasionally. Groups from the
school district also use the club, including the Ivan Sand Community School for social and
physical education credits.
Land 0 Lakes Boys Choir. John Fitzgerald announced that they are beginning their funding
campaign. The new facility will be built on the remainder of their present site.
Family Arts Center: Tony shared a vision statement which the Arts Alliance created for the
Historic Downtown. She noted that regardless of the location of the center, the family art center
will have a positive impact on the downtown and its revitalization. Arts Alliance members
attended a meeting of the HRA and presented their vision which subsequently was shared with
City Council members. They have met with a developer to explore locating a community art
center downtown. Plans are to meet with the School Board to affirm their commitment for the
partnership in the center in April and discuss Handke school as a possible site. Rachael
Leonard suggested selling bricks for $1000 a piece to start the capital funding campaign. It was
agreed that we all feel a sense of urgency to get on with our campaign. Haney reported that Jim
Prosser, consultant to the HRA suggested contacting federal legislators to have their aids assist
in finding funding for the project.
It also was agreed to apply for the planning grant from the Initiative Fund even though we have
not been able to select a site. (Operation ER had agreed to apply months ago, but the application
was put on the back burner when the school district's levy referendum failed.) Cliff Lundberg
made the motion and Sara Hartman seconded it. The motion was unanimously approved. It
was noted that the HRA is entertaining possible combinations of retail, workforce housing and
market housing, and a public facility in its downtown plan. A draft of the letter of inquiry to the
Initiative Foundation will be reviewed at our next meeting.
Sherburne County Historical Society: It was reported that the Historical Society has begun their
capital campaign for their new building in Becker and have received a $70,000 commitment
from a major donor.
Operation Lake Orono: The lake owners association is participating in an Initiative Foundation
sponsored program for the maintenance of healthy bodies of water. It is a program similar to
the Healthy Community Partnerships program.

The meeting was called to order by Chair Strater at 6:15 p.m. at the School District
Office.

• Introductions
Dr. Alan Jensen introduced Kara Stokke, Manager of Communications. Dr. Ron Bratlie
introduced Kim Mattson, Manager of Purchasing, and Rick James, Manager of Business.
• Family Arts Center
Charlie Blesener, Administrator of Community Education, reported that we received a
grant in the amount of$500,000 to be used for a family center. When Handke was closed
due to the restructuring, they began to think of Handke as a viable site for the center. The
state would need to be notified if the site was to be changed from new construction. In
April, the Board was unanimous in its support for its partnership with the Arts Alliance
and they are asking the Board to reiterate their commitment. Tony Darkenwald spoke on
behalf of the Elk River Area Arts Alliance. She stated that the Family Arts Center will be
an active place where lifelong learning opportunities will be provided for community
members of all ages. The Arts Alliance is committed to raise $1.5 million for the project.
She discussed their fundraising campaign plans. She also discussed income sources.
Ms Darkenwald also provided a list of reasons why Handke would make a great location
for the center. To continue momentum and to take advantage of the fundraising
opportunities, they need to know the Board's commitment. They are prepared to make
application for two grants and make plans to go ahead. Mr. Don Heinzman stated that he
is confident that this community will support this use for Handke. The Arts Alliance will
work to support future school levy and bond referendums. Mr. Harvey Schroeder talked
about the need for a gathering place such as the one they are proposing. He described
possible scenarios for the use of the center. Mr. Blesener showed a layout of Handke,,
