Consider Park Dedication for Administrative Subdivision
— Richard and Dana LeFavor
Request
The Commission is asked to determine park dedication requirements for a two-lot
administrative subdivision by Richard and Dana LeFavor.

Location
The property is located adjacent to Monroe Street and north of County Road 21 in the
northeast part of the City.
Analysis
The parcel totals 70 acres and has gently sloping topography. The site is vacant and includes
a nine-acre open water wetland,open fields and some trees. Trott Brook flows through the
wetland.
The Commission may recall that the City was negotiating with Mr.LeFavor for the purchase
of the site and elected not to pursue purchase of the property, as a price could not be
determined. The applicant has since elected to split the property into two buildable sites.
Parcel A will be 24.71 acres and Parcel B will be 45.19 acres. The sites will share one
driveway from Monroe Street.

The site is outside of any park service area and not adjacent to any identified park facilities.
Under the ordinance,the Commission could recommend up to 7 acres (10 percent of the
land area),however,in this instance staff is suggesting cash as a more appropriate alternative.
Recommendation
Staff recommends that the Park and Recreation Commission recommend cash dedication
for two lots to the City Council.
