Attachments • Location Map • Location Map with Adjacent Parks • Preliminary Plat • Neighborhood Park Service Areas Map • Aerial Photo Location The subject property is located west of Ogden Street and north of the Burlington Northern railroad tracks. It extends west to the Troy Street alignment. The property is comprised of open fields, wetlands and treed areas. The applicant is proposing 33 lots on 62.28 acres utilizing the cluster provisions of the Subdivision Ordinance. One lot is included in the plat as a replat of an existing lot on Ogden Street, which will provide access via Street A to the subdivision. Street A will be extended westerly to the west edge of the plat to provide access to an additional 175 acres of land under separate ownership. Memo to the Park and Recreation Commission/P 02-I8 August 14,2002 Page 2 Analysis As part of the plat proposal,a 2.84 acre park in the northwest corner of the subdivision has been included. The Commission has an opportunity to analyze a sub-area of the City for park needs. Located east of the subject property is the City's Meadowvale Park. Located west of the subject property is an additional 175 acres under separate ownership that will eventually be subdivided. Assuming the adjacent property's developer utilizes the cluster provision of the ordinance,the minimum number of lots to be developed would be 80. The Commission should consider the following three options prior to making a recommendation for park dedication on this site: (1) accept no public land from this subdivision and request cash for 32 lots (49,280.00) and wait for the westerly parcel to develop and accept up to 17 acres from that subdivision; (2) accept the proposed park but relocate it in an area that has more flat open space that will require less tree removal; (3) accept no land from this proposal or the adjacent proposal;instead accept cash for the additional development of Meadowvale Heights Park or other City parks. (Potentially $123,200 at the current rate) Since the applicant is proposing to dedicate only 2.84 acres of park, the remainder of the dedication would be in cash. The acres to be dedicated is approximately 46 percent of the total that could be dedicated under City ordinance. The total cash available on the site is $49,280.00 under the current rate. If land dedication were accepted, the additional cash would be $22,668.80 at the current rate. After reviewing the location of the park, staff has the following suggestions for consideration by the Commission: Remove the southerly leg of Street D and relocate the three lots to the north side of Street D and accept park south of Street D and adjacent to the westerly property line which would allow future expansion of park from the westerly adjacent property to be subdivided. Recommendation Staff requests that the Park and Recreation Commission provide direction regarding park dedication for this portion of the City and specifically, for this subdivision.
