SUBJECT: Discuss Park Dedication —West Oaks, Revised
Request
The Commission is asked to discuss the subdivision,West Oaks,which will be revised from
its original configuration reviewed by the Commission in 2001. The developer has not
identified the number of units for the development, but it is anticipated to include both
single family and townhome units.

Location
The parcel is located west of Waco Street and north of Pinewood Golf Course.
Analysis
George Sanford,representing S&Z Development,is revising the plat of West Oaks. As the
Commission may recall, this was a mixed residential plat, which included single family
detached and back-to-back and row style townhomes. The City Council denied the rezoning
request for the project in May of 2001. The developer is considering revising the project to
include traditional single-family detached homes and some type of townhome.
It is assumed that the basic site constraints will remain the same. There is a large wetland
complex traversing the site from east to west. An extension of 183`d Avenue from Big Lake
Township to Waco Street will be required. Therefore, the loop road of Yankton/Xerxes

Street will more than likely also be constructed, as depicted on the original development
plan. Prior to the developer submitting a formal application,he is requesting direction from
the Park and Recreation Commission regarding park dedication. The Commission
recommended that the developer to pay cash and provide space for a private recreational
facility within the development.
The Commission has a number of options:
(1) the total land area of the development site is 35 acres. A land dedication
of 3.5 acres could be requested;
(2) the Commission could request that the dedication be entirely in cash,
however, there are no neighborhood recreational facilities within a
quarter-mile of the development site. Recreational facilities in the nearby
area include Lake Orono and Country Crossing Parks; or,
(3) the Commission could accept partial land and cash credit.
Staff suggests that a neighborhood park is needed, as the vacant land to the east will be
developed for business park purposes and the distance to the adjacent park facilities is over
1.25 miles. A land dedication of 1.25— 1.5 acres would allow cash dedication of 50 percent,
which would provide funds to build the park amenities within the neighborhood park.
Requested Action
The Commission is asked to give staff and the developer direction regarding the park
dedication requirements for a revised West Oaks subdivision.
