PRSR 10-09-2002Item # 9.C.1. tctver MEMORANDUM TO: Park and Recreatio i,Commission FROM: Michele McPherson, Director of Planning DATE: October 9, 2002 SUBJECT: Landfill End Use Attachments • Location Map • Landfill End Use Master Plan, URS Consultants Background Purpose The owners and operators of the Landfill, Waste Management, during their last permit renewal process were required to prepare a Landfill End Use Plan for review and acceptance by the City of Elk River prior to application for the next conditional use permit and permit renewal. It should be noted, however, that the End Use Plan will be integrated into the next conditional use permit application and will not be presented to the City Council until sometime in 2003 -04. Staff will bring the End Use Plan back to the Commission at that time for a final recommendation. Process Waste Management worked with the Park and Recreation Commission and members of Livonia Township to identify a Landfill End Use Plan for when the landfill is closed. The Commission toured the landfill in March 2002. This provided the Commission an opportunity to become familiar with the landfill operations and to observe the surrounding landscape. In April, the Commission and members from Livonia Township brainstormed a variety of concept ideas, which were then "massaged" by Waste Management's consultant, URS, into several site plans which were reviewed by the Commission in May. In June, the Memo to the Park and Recreation Commission Landfill End Use Plan October 9, 2002 Page 2 Commission reviewed the final site plan and discussed a variety of issues to be included in this memo for consideration by the City Council. Analysis Site Issues and Constraints The landfill is located north of 221" Avenue and west of Highway 169. The current landfill area totals 140 acres. Waste Management will be submitting an application to the City to consider an expansion of the landfill south to 221` Avenue. This will add potentially another 90 acres to the landfill site. The landfill is obviously an active working landfill, however, portions of the landfill have been closed to additional waste. Located to the west of the landfill is the City's railroad trail which may be paved in the future through a Sherburne County Transportation Grant. Site Specific Constraints The Commission discussed at length a variety of site constraints and safety concerns that may be included as part of a landfill end use development. Specifically, those concerns include: site stability, methane gas collection, and phasing. As the waste decomposes the landfill area will settle over time. Therefore, development of fields requiring flatness will be difficult until such time that the landfill completes its settling process. Also, the environmental requirements limit construction of structures on the site, and to some extent, planting of materials on the site, as the permanent water impermeable cap cannot be punctured by roots or footings. There are environmental concerns related to the collection of methane gas which is currently ongoing and is used for the generation of electricity through a joint project with Elk River Municipal Utilities. As was stated earlier, the ultimate Landfill End Use Plan will be phased plan, as Waste Management intends to continue to utilize the site as an active landfill. It is anticipated that it will take approximately 5 -7 years at the current waste receipt rate to fill the existing permitted landfill and if the future expansion is approved by the City, it will take another 20- 25 years to complete the overall end use plan. Proposed Development Plan The proposed end use plan provides for a relatively passive use of the site, however, there are variety of areas that would lend themselves to active recreation. In general, the existing landfill access will be maintained, as well as the newly constructed gas to energy facility which is located in the northeast corner of the site. It is proposed that this facility would be converted to a research center. The Commission has identified the possibility for commercial development by the private market in the southeast corner of the site at the intersection of 221' Avenue and Highway 169. This, of course, is a potential future expansion area and is located where the current asphalt is now. The "top" of the landfill would be utilized for trails and lookouts and would be planted with a variety of native plant community species. Additional active areas will be kept to the perimeter of the site where the cap of the landfill is not located. Access from the City's railroad trail will be key, as well as any trails along 221` Avenue. Phasine Plan and Budeet The attached Master Plan outlines a phased approach for end use implementation based on a total implementation period of 25 -30 years. Preliminary project costs are also provided in the Plan to serve as a general guide to overall redevelopment. Recommendation The Commission is asked to review the End Use Master Plan, make suggestions or comments for inclusion, and set aside the Plan until the Landfill submits its formal Conditional Use Permit application in 2003 -04. At that time, the Commission will be asked to review the expansion plan and to recommend adoption, if appropriate, of the End Use Plan. Background • The intent of this plan is to assist Elk River Landfill (the Landfill), a subsidiary of Waste • Management Inc., in their desire to work with the community to develop an end use plan for the Landfill. In addition, as part of the City of Elk River License renewal process, the • Landfill must develop an end use plan for re- licensure in 2004. The End Use Plan was developed as a community effort and the stakeholders are comprised of the following: • City of Elk River Planning Staff • City of Elk River Parks and Recreation Commission • Elk River Landfill In addition, Livonia Township representatives participated in the process. B. Approach and Methodology The planning and design process of the plan was established as a pro- active approach by having all the above stakeholders involved from the beginning to the final master plan. The methodology used to develop a final plan centered on completing several activities. The first activity is to understand landfill, its operation, technical parameters, landfill end use precedents and other related base information. The second activity requires stakeholders to be familiar with the site opportunities and constraints through site observation and walk through. After that a third activity, a design working session, was scheduled to brainstorm concept ideas as well as formulating a vision for this plan. Several plans were generated and presented to the stakeholders following this activity. The final activity was developing a final plan after comments and input from the stakeholders. C. Vision During the work session with stakeholders, the vision for this closed landfill will be a passive recreational use >vith some commercial opportunity at the intersection of Highway 169 and 221" Avenue. In addition, when full closure of the landfill is achieved it is anticipated that some of the existing structures could be reused as recreational or educational facility. To achieve this vision, the City will have to work with Waste Management Inc. to develop final elevations, potential trail locations and final grades as well as revegetation scheme. Since closed landfills final elevations would fluctuate over time due gravitational and natural causes and would stabilize after twenty five years, it is to the benefit of this plan to be flexible and to maintain a long term working relationship with Waste Management, Inc. • Elk Riper Landfill End Use Master Plan Waste Management, Inc. 4 U RS September 2002 2. Inventory and Analysis A. Initial Impression The site is on the northern edge of the City's boundary and Highway 169 runs north/south along its eastern edge. Current use is an active landfill and the entrance is at 225th Avenue. To the south is Commercial Asphalt and Co. Plant, a working facility, and accessible via 221St Avenue. Adjacent to the north boundary of the property is Livonia Township. According to the permit, the total existing landfill area is 140 acres of which approximately 92 acres are permitted footprint for landfill operations. The future landfill redevelopment has approximately 108.5 acres of which 87 acres are proposed for landfill operation. The 87.5 acres will be tied with the 92 acres. A horse and hiking trail runs at its western edge and steep slopes at its four sides make it challenging to develop direct access to the site. Final cover grades are set at around elevation 1115 feet and the landfill base is at around elevation 975 feet. Views from the top elevation to all sides are very commanding. To the west, the Rice Lake wetland complex offers nature views and on a clear day, downtown Minneapolis skyline can be easily seen to the southeast. Mature groves of mix deciduous and evergreen native trees form the eastern edge, screening Highway 169. Mature vegetation also forms the western edge, adjacent to the hiking trail. B. Major Land Use/Zoning According to the City of Elk River Comprehensive Plan, adopted in 1995, the existing land use for the area is landfill and is zoned agricultural conservation with mineral excavation and solid waste facility. The Comprehensive Plan also identified the site characteristics as patches of wooded areas with slopes in excess of 7 %. The existing unpaved hiking and horse trail will be paved in the future. The comprehensive plan identified the above site characteristics both as opportunities and constraints for development. The wooded area, though moderately restrictive to development, when incorporated into the design of the project could be a natural asset. The slopes could be less attractive to industrial and commercial development but could be suitable for residential development. In severe slopes the best use might be natural open spaces. In the Comprehensive Plan the staff recommendation for residential use for this area is a minimum lot size of 10 acres. C. Forces and Issues Highway 169 and the hiking trail are two circulation routes that would become forces to the site. Both could make the site easily accessible and visible. Although automobile access is easily achievable from Highway 169, future access needs to be improved to ensure user safety to the site. The hiking trail has the potential to link the site to the City's trail system. Mature mix of evergreen and deciduous trees that buffer the site from Highway 169 help enhance the rural character and provide visual interest. The steep slopes would limit types of development such as residential, commercial and industrial. The landfill, though has commanding panoramic views, would significantly limit the types of development due to long -term settling of the land and other environmental limitations. Concept Plan Alternatives This section is based on the result of the inventory and analysis, vision, forces and issues, and a work session with stakeholders in May at City Hall. The concept plan alternatives provided a platform for the development of the final master plan. The concept plan alternatives were: 1. Proposed Development 1 -A: Landscape Restoration 2. Proposed Development 1 -13: Landscape Restoration 3. Proposed Development 2: Recreational 4. Proposed Development 3: Commercial/City Park 1. Proposed Development 1 -A: Landscape Restoration Goal: The goal of this concept is to restore the landscape environment with minimum contact by users. Features for this concept would include natural areas, a nature center, hiking trail and lookout pavilion. This concept would utilize the existing landfill access and parking. A new visitor /nature center or a renovated building would be located adjacent to the parking. A secondary access and parking would be located at the Commercial Asphalt and Co. Plant. A looping hiking trail, constructed on gravel base, would be developed that could also become cross - country skiing trail. Lookout pavilion would be installed along the looping trail to take advantage of the various vantage locations. The areas at the top would be "sectioned out" to create "outdoor rooms" for different plant communities. A trail would connect these areas to the overall trail system as well as to the existing trail. The top elevation would also be gradually sloped to maximize the views. Native plants with spreading roots system should be used and in areas where needed, these plants should be planted in earthen berms to prevent root penetration to the subsurface membrane. 2. Proposed Development 1 -13: Landscape Restoration Goal: The goal of this concept is similar to 1 -A which is to restore the landscape environment with minimum contact by users. • Features of this concept would include natural areas, hiking trails, native plantings and lookout pavilions. This concept would utilize the existing access to the landfill with • parking. A second access and parking would be located at the southern edge of the property off 2215` Avenue. A looping trail would connect the lookout pavilions, which would be installed to maximize the views from the site. Earthen berms would be constructed to capture the geologic features of the region. Native plants would be planted with wild flowers and grasses on the berms and slopes, and overstory plants as buffer • around the perimeter of the site. • 3. Proposed Development 2: Recreational • Elk River Landfill End Use Master Plan Waste Management, Inc. 40 U RS September 2002 Goal: The goal of this concept is to utilize open areas for active outdoor use. Features of this concept would include ballfields, sledding hill, batting cages, mountain bike trails, hiking trail /cross- country skiing trail, archery range and amphitheater. In addition, other features such as golf course, driving range and skate park could also be constructed. This concept would utilize the existing entrance road as its primary access to the site. Two gravel parking would be located at the top of the landfill and another at the northern part of the site. A secondary batting cages and sledding hill would be located at the north end and an outdoor amphitheater would be located at the southern part of the site. The ballfields would be a combination of soccer and softball fields and an archery range could be developed at the western part of the site. These features would be connected with a looping trail and several lookout pavilion located at key points that would provide best views from the site. Wildflowers and native grasses would be planted on the slopes and all natural areas. Buffer planting would be planted around the perimeter. 4. Proposed Development 3: Commercial/City Park Goal: The goal of this concept is to provide mix -use that could generate income. Features of this concept would include commercial, office, warehouse, amphitheater, research office, informal play areas, hiking trails /cross- country skiing trails, lookout pavilion and horseback riding. i This concept would utilize the existing access road to the Research Center as well as to the southern perimeter of the park. Two secondary access points would be developed at 221St Avenue. It is envisioned that this road would have a "parkway" character with two - lane road and on- street parking. The commercial site would be located at the existing Commercial Asphalt Co. and Plant to take advantage of the visibility from the highway. The main overlook would be located at the north end of the park and three trails would spur from this site creating a formal character to the trails. At trail intersections, earthen berm would be established to create outdoor seating and outdoor rooms. Other earthen berms would also be constructed to create elevation change as well as to provide planting soil for the trees. A looping trail would be planned along the slopes and connected to the existing trail. Like in the other concept plans, wildflowers and native grasses would be planted where applicable and trees and shrubs as buffer along the perimeter. Master Plan • Goal: The goal of this plan is to provide passive recreational use for most part of the • park and to allow minimum commercial use at the existing Commercial Asphalt Co. site. Features of this plan would include research center, commercial building, archery range, • amphitheater, picnic area, lookout pavilions, sledding hill and hiking trails /cross- country trails. • This plan would utilize the existing access road to the Research Center and two access • roads from 221s' Avenue. Internal roadway circulation would have a "parkway" character • with two lanes and on- street parking. The Research Center could also include a visitor center for year round use. Archery range would be designed around the existing trees just north of the Research Center. It is hoped that the future commercial building, to be located at the Commercial Asphalt Co. and Plant site, would support a recreational -type • business that would utilize the outdoor areas as its product testing ground. The active product testing ground would have biking trail, rollerblading, skateboarding and putting areas and the passive product testing ground would have hiking, archery, camping gear, rock climbing and cross - country skiing areas. These areas would be used for users to test the products before purchasing. Plazas and other amenities could be developed to attract • patrons. Along the parkway, a bituminous trail would be developed to connect the Research Center, the commercial area and the picnic grounds. • A gravel looping trail would be constructed at the finish elevation with lookout pavilions to capture views from the site. Detention ponds could be designed and integrated with the • surrounding environment and could also function as site amenity. Native plants and wildflowers would be planted at all exposed areas. • 5. Master Landscape Scheme • Goal: The goal of this landscape scheme is to enhance the rehabilitation process through the use of native plants. • There are four landscape zones established for this site. • 1. Zone A: Restoration 2. Zone B: Restoration/Enhancement • 3. Zone C: Passive Recreation and Enhancement 4. Zone D: Reforested • Zone A: Restoration • This area would be planted with native grasses and shrubs that encourage wildlife and protect against erosion. Implementation Program • This chapter presents an outline of the implementation program for starting the process of developing the Elk River Landfill Park. This chapter has three sections: Project Phasing: Identifies the various projects and tasks to be implemented. Project Cost: Identifies unit costs for each item and provides approximate preliminary construction cost estimate. Project Funding: Lists potential funding sources for implementing the specific project. A. Project Phasing There are six phases to this project and the starting of each phase is based on the landfill activities. In addition, fluctuation of the final grades and length of the landfill operation will determine the viability of each project. Some projects may overlap or implemented concurrently while in some instances, as need and funding arise, projects may need to be advanced or delayed. 1. Phase 1 • Review and reconstruct, if necessary, the entrance road to comply with roadway safety regulations, due to increase traffic to the park • Mill and overlay access road and parking lots to the Research Center. • Reconstruct parking lots • Renovate Research Center for year round use and for visitor center use. • Develop archery ranch at north end of Research Center in the wooded area. • Develop detention pond as a natural amenity to the park. • Install plantings per recommendation. 2. While the phasing of the projects would lessen the overall financial burden and make the projects doable, it is crucial to maintain the overall vision of the project. Once priorities have been defined, project phasing determined, and project costs established, the next step is to identify funding for the projects. The City may have various existing funding resources at its disposal and there are a number of other funding options that will need to be explored and pursued for the various components of the project. City staff is the best resource for identifying and pursuing the various funding options. Following is a list of the funding sources that may be available for the various projects. Minnesota Department of Natural Resources The Minnesota DNR has grants available for creating cross country ski trails, regional trails, trailheads, archery ranges and outdoor recreations grants. Brownfield Pilot Cooperative Loan funds are available for either real or perceived environmental contamination. The two functional categories that are eligible are community development and environmental quality. Community development would include construction, technical assistance, operations and services. Environmental quality would include research, education and training. • U.S. Fish and Wildlife Service Funding may be available for creating habitats for wildlife and migratory birds by conserving and/or creating wetlands or uplands. Sherburne County • Some funding may be available from Sherburne County for establishing trails, trailheads and other local and regional park amenities. U.S. Environmental Protection Agency Grants are available for cleaning up brownfields and redeveloping these sites with "smart growth" initiatives. Grants may be available for creating the ponds that would clean up any runoff. Metropolitan Council Various environmental grants are available from the Metropolitan Council for cleaning up sites and creating amenities that create a livable city. These amenities could include parks and trails. There are also other non - profit organizations that provide grants for these types of projects.
