River MEMORANDUM TO: Planning Commission FROM: Michele McPherson, Director of Planning DATE: October 9, 2002 SUBJECT: Neighborhood Ice Rink Policy Attachments • Draft Neighborhood Ice Rink Policy Request The Commission is asked to review the attached Neighborhood Ice Rink Policy. Please review the policy and provide comments or changes to the policy. The City Council will be asked to adopt the policy for implementation for the 2002-2003 skating season at their October 21, 2002 meeting. SAPLANNING\MICHMC\PARKNREC\Neighborhood Ice Rink memo.doc Neighborhood Ice Rink Policy The City of Elk River has established the following policy in order to allow neighborhoods to establish local ice rinks within neighborhood parks. The following standards must be met: 1. The rink shall be created on a paved surface such as a basketball court or parking lot. Ponds or wetland areas may also be used after City approval. 2. The neighborhood shall assign a contact person and alternate who will be responsible for maintaining the ice and fielding complaints regarding improper use of the rink. 3. Rinks shall be used for recreational skating only. 4. The City will provide sandbags to establish the boundary of the rink. 5. The City will flood the rink with the City's water truck on a weekly basis, or as schedules permit. The contact person or alternate shall be responsible to coordinate City assistance with flooding as time permits. 6. The neighborhood will be responsible for snow removal on the rinks. 7. There is no charge to the neighborhood to establish a neighborhood rink. This memo with its attachments is being distributed to the Council prior to the October 21" City Council meeting,so that there is time for the Council to review the draft ordinance and the comments from the September 24th snowmobile/ATV information meeting. Staff anticipates a large crowd at the October 21" meeting to discuss the ordinance as proposed. If there are any changes desired by the Council prior to October 21',please contact staff as soon as possible. The Council has several options to consider at the October 21'meeting: 1. Receive comments,direct staff to make changes to the ordinance,and bring the ordinance back at a later meeting for adoption. 2. Receive comments, make no changes to the ordinance and adopt the ordinance as proposed. 3. Take no action at all regarding the ordinance change. This,however,leaves the current ordinance in place,which may not be desirable in terms of snowmobile regulations. The current ordinance also does not address ATV use within the City limits.
