MEMORANDUM TO: FROM: DATE: Pat Klaers, City Administrator Catherine Mehelich, Director of Economic Development//// August 7, 2002 SUBJECT: Initiative Foundation Request Attachment · Initiative Foundation Summary of Cities Given/Pledged to Date Per your request the most current summary of cities contributions to the Initiative Foundation is attached. The Foundation's requested amount is based on population. The total amount requested from the City of Elk River since 1997 is $19,929 ($1.50 per capita, 13,286 popl.). Elk River is the second largest city in the Foundation's region, behind St. Cloud. Following is a summary of cities in the region and the percentage of request granted to date: % of Request Granted Becker 97% Big Lake 17% Clear Lake 100% Elk River 25% Zimmerman 231% Buffalo 36% Monticello 42% St. Cloud 30% The City of Elk River has taken the following actions with regard to the Initiative Foundation's past requests: 1997 - $5,000 contributed (50/50 EDA & City Council) 1998- Denied 1999- Denied 2000- Denied 2001- Denied In 2001, the EDA directed staff to provide a letter to the Initiative Foundation denying the request for year 2001. In addition, the EDA recommended that future requests be forwarded directly to the City Council for consideration. While the Foundation provides several business investment and grant making programs, the Economic Development staff has not had the opportunity in the past year to utilize the economic development programs and services offered as a result of a lack of qualifying projects. The Foundation has participated in the past on an investment level with a few of the EDA's Business Incubator companies and loans for business expansions.
