Background/Discussion
The position description for the Lead Street Maintenance Operator was approved by Council at the
February 3, 2014, Council meeting. The position was posted and interviews were conducted with five
internal candidates.
Staff learned through that process that the position description used did not accurately reflect the
attributes desired in a lead but rather those in an assistant superintendent.Attached is a revised position
description that more accurately reflects the daily responsibilities of the Lead position and is similar to
other Lead positions in the city.
Staff is requesting Council approval of the attached position description in order to re-advertise internally
for the lead position.

Positions Supervised:
Assists in the supervision of Street Maintenance Operator I&II,Laborer and Seasonal Laborer
Position Summary
The lead street maintenance operator assists in the supervision of division employees and operations
and performs maintenance operations on the city's streets and storm sewers. Operates light and
heavy equipment.
Essential Functions
1. Assists in the administration of the street maintenance division.
A. Assists in supervising street maintenance operators I&II,laborers and seasonal
laborers.
B. Assumes responsibility for the street maintenance division in the absence of the
street superintendent.
C. Assists in trouble-shooting and responding to division concerns. Immediately
reports any concerns,problems or suggestions that are beyond scope of position to
street superintendent.
D. Assists in training new employees.
E. Performs daily job set-up by meeting with street superintendent to schedule daily
work assignments. Keeps street superintendent informed of progress and job status.
F. Attends meetings in street superintendent's absence.
2. Performs job site supervision.
A. Visits job site following initial setup to verify safety setup and worker understanding.
B. Be available to respond to jobsite to give direction, answer questions from workers
or the public and to handle other problems that may arise.
C. Ensures safe working environment by implementing, advising and inspecting work
zone signage setups and requiring safe work practices and procedures of all
employees.
D. Preview upcoming job sites and prepare as necessary:when needed, stake area and
call for underground locates, assess and prepare needed tools and equipment, etc.
3. Performs street maintenance activities.
A. Constructs/maintains streets,parking lots, alleys, and related property using heavy
and light equipment.
B. Conducts sweeping,plowing, sanding and salting, and crack sealing and asphalt
patching operations.

C. Installs and maintains storm sewer systems and surface water drains
D. Installs, maintains, and repairs concrete surfaces.
E. Installs and maintains street signs.
F. Maintains traffic control signage on work projects within the road right of way.
G. Cuts or trims trees and brush on City property and road right of way.
4. Performs level 1 and 2 equipment maintenance activities.
A. Performs daily lubrication level checks on vehicles and equipment that the employee
is assigned to operate.
B. Completes CDL checklist daily on all CDL vehicles that the employee is assigned to
operate.
C. Reviews general condition of vehicle exterior and operating systems.
D. Performs oil changes.
E. Replace normal vehicle wear items. ie: windshield wipers, cutting edges,light bulbs.
5. Performs general maintenance activities.
A. Performs building (exterior and interior) and grounds maintenance as assigned.
6. Performs other essential job duties.
A. Regular and timely work attendance.
B. Follows all safety procedures.
C. Participates in safety training.
Required Knowledge, Skills, and Abilities

• Ability to perform light mechanical maintenance.
• Ability to lift heavy objects,walk and stand for long periods, and to perform strenuous
physical labor under adverse environmental conditions.
• Ability to lift 50 pounds.
Minimum Qualifications
• High school diploma or equivalent.
• Valid Class B Commercial Driver's license.
• Two years of work experience as a level one street maintenance operator or equivalent.
• Demonstrated ability to operate light and heavy equipment proficiently.
Preferred Qualifications
❑ Related lead worker or supervisor experience.
